Background

The Strategic Partnerships, Advocacy, Civil Society, Communications and Resource Mobilization Division (SPD) is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals.  UN Women's current and expanding donor relations and cost-sharing programmes and work require that SPD have continued expert capacity to meet increased obligations. The Strategic Plan (SP) for UN Women requires that UN Women enhance its capacity to meet demand and seize opportunities. The significant rise in UN Women’s financial resources has a direct impact on the multiple processes surrounding donor relations, while the SP also requires that UN Women expand the range of its contributions (e.g. from non-traditional donors and other innovative partnerships).  In this fourth year and in line with the resource mobilization strategy, projections for UN Women resources continue to increase related obligations.

Within SPD, the Resource Mobilization Branch continues to evolve in its efforts to widen the number of funding partners/ donors and deepen the levels of core and non-core contributions to UN Women.  This supports the resource mobilization strategy by strengthening and maintaining donor relations with government and non-government partners and potential partners.

A key area of donor relations includes quality and timely reporting on activities funded by partners/ donors.  This area needs careful and sustained support from SPD to allow UN Women to achieve its obligations to donors as stipulated under the various agreements and commitments.  As part of this positioning and these preparations, the Resource Mobilization Branch is adjusting and refining several functions and roles. Expertise to ensure smooth coordination is crucial and it is essential to have in place a team that is experienced, professional, and has strong and sustainable relationships in place as UN Women evolves in the current climate, including responding to UN reform efforts.  This consultancy covers a key role within the branch’s reporting sub-team.

The function strengthens capacity at HQ and field offices by ensuring improved efficiency and coherence in support of UN Women’s resource mobilization strategies, and ensures that the approaches, services, and advice provided are aligned and help drive these strategies. 

Duties and Responsibilities

Over the period of 7 months, the consultant will ensure overall quality of a range of UN Women donor reports, through final review, editing and participating in peer review process, in line with existing practice and policy.

Under the overall guidance of the Resource Mobilization Director and the Deputy/Partnerships Adviser and reporting directly to the Donor Relations Manager, the consultant is responsible for the following: 

  • Provide quality control to the donor reporting process in line with UN Women and UNDG guidelines, and established UN editorial procedures;
  • Editing, revising and rewriting as needed to produce high quality, timely, results-based cost-sharing donor reports aligned with UN Women’s established standards and formats, and in compliance with the UN Women donor reporting clearance and routing process;
  • Review the report’s narrative and financial components in the context of the cost-sharing programme’s cycle
  • Prepare specific report-related feedback to programme and policy divisions, regional, country and multi-country offices, and SPD management throughout the report preparation process;
  • Prepare specific report-related feedback for SPD donor focal points and others engaged in resource mobilization, to enhance and improve donor intelligence to support those efforts, and contribute to institutional knowledge-sharing;
  • Prepare specific report-related feedback to SPD management throughout the report preparation process, flagging problematic issues;
  • Engage fully in established processes among donor reporting colleagues to improve quality control, workflow, and efficiency; and provide ongoing feedback and input on other such innovations and improvements;
  • Produce summaries of all reports for use as UN Women knowledge products available on the Intranet;
  • Participate actively in donor reporting training meetings, briefings, discussions as required, to support UN Women's adherence to results-based, high-quality, timely reporting principles;
  • Prepare end-of-year acknowledgements for signature by the Under-Secretary-General thanking donors for their contributions to non-core funded projects and programmes;
  • Contribute to capacity development efforts for new colleagues and editors, in collaboration with other team members;
  • Provide strategic advice to the Resource Mobilization Director and Partnerships Advisers, upon request;
  • Undertake any other tasks as required that relate to maintaining good donor relations through the reporting cycle;
  • Serve as back-up for team members upon request and as needed;
  • Other tasks as assigned by the supervisor.

Required Skills and Experience

Education:

  • Master's degree or other advanced degree in one or more of the following disciplines: social sciences, international development, and/or communications.

Experience:

  • Minimum of 7 years of high-level experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and styles;
  • Demonstrated abilities and track record writing high-quality English-language reports and information;
  • Understanding of international development, resource mobilization, and the UN context;
  • Excellent understanding of and experience with gender-sensitive and results-based management and reporting;
  • Knowledge of gender equality and women’s human rights issues;
  • Knowledge of the UN system in general, and UN Women programmes and policies in particular;
  • Strong ability to MS Word and Excel effectively.

Language:

  • Fluent in English;
  • Knowledge of an additional official UN language is an asset.
