Background

The Programme Specialist ensures the effective management of UNFPA activities in the areas of gender  and particularly GBV. S/he oversees project formulation and evaluation, joint programming initiatives, humanitarian actions and national development frameworks. S/he represents UNFPA in day-to-day activities in Homs and within the Homs UN hub, leads the programme team in his/her field and collaborates with the CO’s operations/administrative support staff.

Duties and Responsibilities

  • In collaboration with Government counterparts, NGOs and other partners, the Programme Specialist oversees the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures, and UNFPA’s humanitarian programme in line with humanitarian guidelines and joint UN programming. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented;
  • Reviews the political, social and economic environment relevant to gender and particularly GBV, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation;
  • Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel;
  • Ensures the creation and documentation of knowledge about current and emerging gender trends and issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies;
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events;
  • Contribute to the CO GBV response to the humanitarian crisis, represent in Homs hub protection sector coordination, prepare response projects, donor reports, situation reports etc;
  • Represent UNFPA at different meetings at the level of Homs UN Hub.

  • Ensures development of approriate resource mobilization strategies, and maintainance of information and databases on donors and project profiles for presentation to donors.

Required Skills and Experience

Education: 

  •  Advanced degree in health, population, demography and/or other related social science field.

Knowledge and Experience:

  • Five years professional experience in the field of development and population activities, with particular focus on gender issues and GBV, with experience in programme/ project management;
  • Experience in humanitarian programming is an asset Experience with UNFPA is an asset;
  • Proven spirit of initiative and ability to work independently.

Languages:

  • Excellent knowledge of written and spoken English and Arabic is required.
