Background

GOXI is currently among the largest existing networks of government officials, development practitioners, extractive industries’ representatives, academics, civil society and others with an interest in extractive industries related issues.  In 2009 the World Bank and partners supported a year round of global consultations with extractive industries practitioners from government, the private sector, civil society and think tanks to assess the current reality and capacity needs in terms of strengthening governance of the sector.  In the process, practitioners pinpointed the need for a standing forum for innovation and collaboration across stakeholders groups, countries and initiatives.  This led to the establishment of GOXI in 2010 which was designed to meet these identified needs.  Over the course of the last two years, GOXI has transitioned from an African focus community to a global community of over 2,500 practitioners.

The United Nations Development Programme (UNDP) has recently partnered with the World Bank, to support the further development of the GOXI Community.  UNDP and the World Bank are both among the key global players actively working to promote governance of the extractives sector and its sustainable development.

The World Bank’s Governance for Extractive Industries (GEI) Program believes that fostering good governance along the value chain is essential so that mineral and petroleum resources translate into tangible development outcomes for citizens.  The GEI connects and empowers key stakeholders in extractive industries to jointly identify, prioritize, and implement actions designed to lead to better governance outcomes through enhanced transparency, participation and accountability. The program seeks to reinforce capacity, knowledge and networks to this end. The GEI makes information accessible, and promotes the use of technology for better governance outcomes. UNDP has wide ranging experience in supporting countries on the management of their extractive sectors. Based on this experience and the strong increase in demand from countries for UNDP’s support, the organization recently launched its Strategy and Global Program on “Extractive Industries for Sustainable Development”. Knowledge collection, generation, management and exchange are important parts of this Program. UNDP has an internal knowledge network on extractive industries, which brings in-house experts and consultants plus a wider UN community to exchange information, dialogue and disseminate key policy messages. For the external knowledge network, UNDP will collaborate with the World Bank to support the GOXI community. With UNDP’s involvement, it is anticipated that GOXI will be a richer platform for dialogue and exchange of practical experiences, policy and lessons learned on issues related to the governance of the extractive industries. The goal is for GOXI to develop into one of the top trusted sources of knowledge, expertise, news, events, training and job opportunities in the sector.

Throughout GOXI’s lifecycle, different approaches have been used to facilitate knowledge exchange and learning between members of the GOXI community.  These have included: face-to-face meetings, learning events, seminars, and most importantly the online presence through www.goxi.org, GOXI’s web platform.

This announcement will particularly support UNDP and WB’s joint efforts of improving the services and incorporate new functionalities for the GOXI community.

Duties and Responsibilities

Scope of work:

The Consultant will support the World Bank and UNDP in further developing the GOXI community of practice.  The Consultant will primarily support the community as a facilitator and directly support the GOXI’s Community Core Team in the implementation of activities, including knowledge management specific tasks. In addition, the consultant will participate in GOXI team’s planning meetings and provide inputs into the strategic design of the community.  Under the guidance of GOXI’s Community Manager, the Consultant will be expected to develop and in-depth understanding of user needs in order to:

Support the technical implementation of GOXI’s development and engagement strategy:

  • Develop a taxonomy for GOXI-related knowledge (i.e. by type of client, by type of learning objective, by learning context) incorporating findings from GOXI survey and interviews with members;
  • Create a structure for the knowledge packaging, publishing and dissemination in GOXI (i.e. minimum number of case studies, issue briefs, videos, and other multi-media materials per area);
  • Develop requirements for capturing, indexing, tagging and other activities associated with ensuring that content can be readily found;
  • Develop structure and guidelines for the User-Generated Content (UGC);
  • Develop metrics to measure Return on Investment (ROI) of GOXI community and its activities;
  • Work closely with developer/programmer, designers and other staff/ consultants to maintain and improve the functionality of GOXI website, conduct user requirement tests for GOXI, and ensure these requirements are implemented in the design of new elements of the website, including ensuring integration with new e-library.

Support the curation of knowledge and implementation of GOXI KM activities:

  • Identify, gather and curate existing knowledge on extractive industries’ governance and sustainable development;
  • Create, generate, capture and disseminate high quality knowledge products/ programs;
  • Analyze and synthesize information and “translate” knowledge content into easily accessible, audience appropriate language;
  • Assist content experts and developers with knowledge packaging when necessary;
  • Maintain active working relationship with developer staff to convey relevant user requirements.

Support the facilitation of GOXI and its community development:

  • Capture, organize and share best practices, innovation, lessons learned and other practices in the extractives sector;
  • Facilitate GOXI discussions, including posting regular content on GOXI (blogs, comments, multi-media)on a weekly basis;
  • Support the development and implementation of GOXI’s community development and engagement strategy;
  • Seek and promote appropriate collaboration tools to aid and assist in knowledge sharing, and facilitate connections between UNDP and the World Bank, and their respective clients;
  • Support connections through goxi.org and on various GOXI activities and during other sector events;
  • Promote knowledge exchange and relationships with other internal UN/WB units, other international organizations including donors, and relevant communities of practice and networks, including with a view of expanding GOXI membership and promoting the network;
  • Identify and map other relevant Communities of Practice;
  • Measure ROI of GOXI, including uptake of knowledge products and activities supported by web analytics and other data.

Duration:

The consultant will be hired by UNDP and seconded to the World Bank for a year with the possibility of an additional 1 year extension based on performance.

Competencies

  • Excellent communication skills including the ability to convey complex ideas to non-experts through clear writing including for online spaces, and effective oral presentations;

Required Skills and Experience

Education:

  • Master’s degree in development studies, with focus on extractive industries, natural resources, governance, sustainable development or international relations.

Experience:

  • Proven experience in knowledge management, information management or communications. Minimum of three years of relevant experience;
  • Strong experience in curating content, and developing and/or packaging knowledge products;
  • Experience with developing online professional communities of practice and networks;
  • Experience in web analytics and ROI for communities of practice;
  • Experience with governance and accountability of the extractive industries sector is a plus;
  • Experience in interfacing between users and IT application or database developers; or in facilitating online communities is a must.

Language:

  • Oral and written fluency in English;
  • Fluency in French or Spanish is highly desired;
  • Other UN languages are considered an asset.

Financial Proposal- Please submit an all inclusive lumpsum daily fee.

  • Financial proposals must be all inclusive and must be expressed on the basis of a daily fee.  The term ‘all inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the daily fee;
  • All envisaged travel costs must be included in the daily fee. This includes all travel to join duty station/repatriation travel.  In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.  In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Schedule of Payments:

  • Payments will be made based on the agreed upon daily rate and released upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

Evaluation of Applicants:

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

 Technical Criteria weight; [70%].

 Financial Criteria weight; [30%].

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.

Technical Proposal

The following criteria will be used in Technical Evaluation:

  • Master’s degree in development studies, with focus on extractive industries, natural resources, governance, sustainable development or international relations(15 points);
  • Demonstrates proven achievements and substantive knowledge and understanding of governance of extractive industries, extractive industries for sustainable development as well as development issues more broadly (10 points);
  • Background in knowledge management, information management or communications 15 points;
  • Minimum of three years of relevant experience(10 points);
  • Experience in interfacing between users and IT application or database developers; or in facilitating online communities is an advantage(5 points);
  • Excellent communication skills including the ability to convey complex ideas to non-experts through clear writing and effective oral presentations (10 points);
  • Skills in process facilitation, team building, facilitating group and organizational dynamics(5 points).

Only Individual Consultants obtaining a minimum of 70% of the obtainable points of 100 points in technical evaluation will be considered for the Financial Evaluation.
