Background

Climate change is one of the largest challenges facing Indonesia in terms of both mitigation and adaptation. For mitigation, successful emissions reductions from land use, land use change and forestry (LULUCF) will benefit not only the country and provide opportunities to protect the country’s vast biodiversity, but significantly contribute to global climate change mitigation efforts. On mitigation, UNDP supports the implementation of the partnership between the Government of Indonesia and Norway for Reducing Emissions from Deforestation and Forest and Peat-land Degradation (REDD+). The partnership focuses on quantifiable reduction of GHG emissions by 2020 and addressing underlying root causes, including private sector engagement and supporting tenure rights and livelihoods of forest dependent communities. The Partnership is formalized by a Letter of Intent (loI) which pledges up to one billion dollar disbursed as performance-based payment for verified emission reduction. UNDP has supported the initial phase of the LoI. Under this phase, Norway has contributed a total amount of approx. USD40m to Indonesia. The second phase – now in preparation – amounts to USD160m; the final phase is estimated at $800 million. UNDP is also supporting Indonesia in establishment of financing mechanisms to prepare the country for long-term investment – domestic and foreign – that meet the twin objectives of climate change mitigation and economic growth.

With the establishment of the REDD+ Agency, the appointment of its head, the enlistment of a core team of staff, and the initiation of activities to enter Phase 2 of the Letter of Intent with Norway, both the Government and UNDP are gearing up for large-scale REDD+ programming activities in Indonesia. There are many critical challenges ahead for the REDD+ Agency and in-coming staff including the coordination of complex inter-ministerial partnerships and the sequencing of a wide range of important and time-sensitive activities to achieve results under the Letter of Intent. In addition to the programmes and activities of the Agency, a range of initiatives will be undertaken. These include: the strengthening of the national REDD+ Funding Instrument and the REDD+ Agency secretariat, the expansion of the current Knowledge Management initiative into an advanced Data and Geospatial Centre, and a series of campaigns to address cross-sector issues including gender, poverty and the marginalisation of communities adversely affected by inadequate land governance. This multi-faceted approach is required to ensure the establishment of a viable REDD+ model in Indonesia and that fundamentals behind the current REDD+ partnership remain solid and on track to achieve a national contribution-for-verified emissions by Phase 3 (up to USD800 million). Achievements reached during Phase 1 and those expected during Phase 2, are the cornerstone results for the REDD+ Agency’s preparedness to enter Phase 3.

For UNDP, the REDD+ programme and related climate change initiatives currently account for the largest share of the CO portfolio. The REDD+ project alone is expected to grow into a US$100 million project for the CO, with sizeable amounts of resources being mobilized for other related initiatives.

The services of a Technical Advisor are required to provide direction on technical and strategic issues to BP REDD+ and to design cross-project synergies and collaboration between various initiatives under the REDD+ programme.  He / she is also required to provide substantive and managerial leadership of the teams in the development of ICT systems with a particular focus on system integration with other government agencies and stakeholders.

Under the direct supervision of the Head of Unit/ Assistant Country Director and day-to-day guidance of the REDD+ Agency’s Deputy for Technology, Systems and Monitoring, the Technical Advisor will deliver a set of services and solutions to the Head of BP REDD+ and Deputy of Technology, System and Monitoring within the following areas: 

  • Fostering innovation – ensuring that the latest innovation expertise and methodologies are systematically identified, tested and made available;
  • Capacity development support to meet the sustainable development and resilience challenges of today, with an emphasis on expanded collaborative and networking capacities across institutional, professional and constituency boundaries and the ‘how’ of capacity development.

Duties and Responsibilities

Policy and Strategy Advisory and Development:

  • Provide critical policy advisory services on technology and system development and sharing within BP REDD+ and other partners, supporting them in their own system-development endeavours, such as designing knowledge management, integrated systems as a critical component of their capacity;
  • Contribute to the design and formulation of BP REDD+ programmes drawing upon lessons from global and national experiences, in close cooperation with BP REDD+ Operations and Funding and Planning Department;
  • Provide effective support and backstopping for, and timely feedback and reporting on implementation of programmes in support of the practices within REDD+ area;
  •  Design, conceptualise and organise national knowledge development events, and substantive workshops.
  • Lead the development of corporate policy and guidance on system integration and sharing;
  • Provide substantive inputs to international fora to help shape global development strategies, policies, norms and standards in terms of the information hub;
  • Contribute to, and if requested, oversee and lead the development of approaches and tools for real-time monitoring and big-data use, in close cooperation with other policy advisors in BP REDD+.

Team Management and Co-ordination

Substantive Leadership:

  • Lead advocacy for and support to knowledge management and sharing in the provincial level  including promotion of national policies, norms and standards and the sharing of national experience;
  • Collaborate closely with other teams within BP REDD+ ensuring synergies and complementarity especially in areas related to system support and decision making

Coordination and Management:

  • Provide strong leadership to the team under his supervision.
  • Develop and implement team work plans where required;
  • Manage all activities related to team functions including direct supervision, when appropriate, of the policy advisors and specialists, create positive team environment and ensure access to learning opportunities for all staff

Advocacy and Mobilization of the Community of Practice and Social Networking:

  • Provide substantive and content leadership in BP REDD+ internal discussions and Inter-Agency coordination on knowledge development and system integration and sharing;
  • Lead and promote the development of communities of practice on knowledge development and systems;
  • Advise on optimal use of managed and publically available social networking platforms in the pursuit of optimal knowledge amplification and dissemination of BP REDD+ products and services;
  • Be appraised of and leverage the approaches and tools in other practices both nationally and internationally

Partnership Building:

  • Promote synergies between knowledge management, knowledge sharing  and communications across the organization through collaboration with key internal partners;
  • Provide guidance and leadership for the engagement of civil society, the promotion of civic engagement and the establishment of strategic partnerships;
  • Lead the development of a roster of partners with proven experience in REDD+, especially for Partner and Executing Agencies;
  • Lead the implementation of the national partnerships to support the knowledge management and knowledge sharing agenda and support resource mobilization strategies

Effective Management of Technology Platform & Large Scale System Support:

  • Serve as software custodian for BP REDD+’s  knowledge-sharing platform and management of related services;
  • Leverage increased integration and coherence between  relevant national (and international) ICT platforms;
  • Oversee the design of BP REDD+ Project and Programme reporting and monitoring systems with the view to maintain an integrated overview of climate related initiatives at a national and provincial level.

Impact of Results

The incumbent will significantly contribute to BP REDD+’s strategic positioning and interventions on addressing climate change especially through REDD+ mechanism in Indonesia. With REDD+ being a cross-cutting issue, the assignment will contribute also to integrate low carbon sustainable development at the heart of the country’s development agenda. In addition, results issued from BP REDD+ and the Norway-Indonesia Partnership for REDD+ are expected to serve as important inputs to the global REDD+ community, to UNDP’s efforts with regard to REDD+ and low carbon development at the regional and global level.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in Information Technology, Social Sciences or Business Management related studies;
  • A Bachelor’s university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 10  years working experience for advanced university degree or 12 years for Bachelor’s degree related to IT and/ or Knowledge Management System development;
  • Experience working with government stakeholders in Indonesia is highly desirable;
  • Experience working in UN/UNDP highly desirable.

Language Requirements:

  • Fluency in both written and spoken English;
  • Knowledge of Bahasa Indonesia is highly desirable.
