Background

E-Governance in Myanmar

The Government of Myanmar has started a reform process which aims to secure sustainable economic growth through democratic governance, political reforms and socio-economic development. Among the priorities for democratic governance is the institution of e-governance. The government’s Framework for Economic and Social Reform (which sets out overall policy priorities until 2015) states that the government will “encourage early adoption of e-government functions by using ICT to improve the efficiency, effectiveness, transparency and accountability of government.”

The Union Civil Service Board (USCB) is the government institution that has responsibility for the selection, training, discipline and promotion of civil servants at the Union/national level (of which there are an estimated 800,000). Its other responsibilities include promoting the development of a professional public service (including through international relations on civil service matters, and training of civil servants). The Union Civil Service Board is committed to the employment of ICT for good governance by adopting technology to optimise government efficiency, effectiveness, transparency and accountability. According to their Strategy for E-Governance, which was developed with the support of UNDP in 2013, the UCSB aims to foster an organisational culture that is technology driven, efficient, effective, transparent and service oriented.

A key activity under Phase 1 of the E-Government strategy (in 2013 and 2014) is the development of a ‘client-end’ web-portal, to provide more transparent services to the civil servants base in Myanmar.

UNDP Myanmar

This initiative falls under UNDP’s Democratic Governance Pillar, the Public Administration responsiveness project which aims to ‘strengthen capacity for service delivery and improve responsiveness of the public administration reforms’, and will focus on enhancing the capacity of the civil service by strengthening integrity and representation in the ranks of the civil service, and by improving the quality of training and support provided to civil servants by the Union Civil Service Board.

Duties and Responsibilities

Role Description

UNDP is seeking a web-designer for the development of a Union Civil Service Board webportal.  S/he will work closely with Union Civil Service Board IT staff and others towards the development of an easy to use, client-oriented and content-oriented web-based information portal for the Board. The web designer will work closely with the Programme Specialist for Public Administration and Public Administration programme staff in the fulfillment of this task.

Scope of Work

The consultant will develop a Union Civil Service Board webportal, in accordance with the Union Civil Service Board’s E-Governance Strategy and Implementation Plan.  This will entail creating a dedicated online information platform which effectively capture and shares information on the Union Civil Service Board and its policies and programmes, including those relating to training, and information on public service personnel in Myanmar. .

Consultations with the Union Civil Service Board and UNDP on website content, functionality and web-architecture, design and graphics including:

  • General information on the Union Civil Service Board, such as mandate, Board member profiles, organisational structure, and relationship to other institutions;
  • Easily accessible content relating training, such as calendar, training curriculum, teacher profiles, public awards and distinctions, Press-Media information;
  • Public information regarding civil service management issues such as civil service personnel law, codes of conduct, general salary scales, allowances (e.g. for travel), disciplinary measures;
  • Feedback and Testimonials section;
  • Simple design suitable for slow internet connections and access from mobiles

Design, development and launch of the website

  • Development of back-end databases;
  • Development of templates;
  • Development of live demo for consultation purposes;
  • Development of final design and testing of design;
  • Upload of source code information to servers.

Advise the Union Civil Service Board on the necessary procedures and mechanisms for management of data on the website and training

  • Recommend procedures for website updating and content management;
  • Recommend procedures for checking accuracy of links and uploaded documents, reviewing content, and removing outdated announcements;
  • Provide training on recommended procedures.

The designer will not be asked to develop the content for the website itself in either English or Myanmar, as this task will be taken on by the Union Civil Service Board. The designer will be asked to develop the website in English in consultation with the government, and to work with translators from the Government of Myanmar to develop a mirror website into Myanmar language.

The designer will also provide a limited amount of post-service support on an ad hoc basis.

Expected Outputs and Deliverables

The ‘estimated timeframe to complete’ is an estimate only, and offerers should be guided by their own proposal. This contract will be based on fixed-output deliverables.

  • Final website specifications based on consultations with UCSB - 5 days;
  • Completion of database and template development - 5 days;
  • Fully functioning live demo of web-portal - 10 days:
  • Fully functional web-portal for the Union Civil Service Board (See Quality Assurance Criteria, below), with source code uploaded onto government servers - 25 days;
  • Documented procedures for Content Management, and report of on-the –job training on content management for IT staff - 15 days;
  • Post-service maintenance and support (valid for 3 months)-5 days.

Minimum Quality Assurance Criteria for the Website

  • Language: The webportal should be available in English and Myanmar, with scope to add translation into other languages if desired; Myanmar font should appear correctly in popular browsers;
  • Design: Clean user interface and consistent page layout; particular attention should be paid to navigability and search capabilities;
  • Features: Easy content management and interface with other government websites; Compatibility with a future UCSB 3 tiered client interface; ability to restrict content to certain users; Interactive features relating to civil service training; fully searchable, with hyperlinking; links to other government websites and web-portals; Site-map and provision for terms and conditions, privacy policy, contact details, copyright and accessibility statements; document library documents accessible in standard formats (html or pdf); integrates a feedback element; help section; metadata included where appropriat.

Required Skills and Experience

Education:

  • Degree in computer engineering;
  • Certificate in web-design would be an advantage.

Experience:

  • Minimum 3 years of relevant experience in web site development;
  • Strong experience in web-design and web application development;
  • Strong experience in using and designing content management systems;
  • Experience of website design, upgrade, maintenance and management;
  • Experience designing high traffic websites, or websites for large companies or government institutions;
  • Sound communication skills.

Language:

  • Excellent language proficiency in English.
