Background

The UNDP Support to Access to Justice and Rule of Law project aims to contribute to national priorities as articulated in the SSDP Conflict Prevention & Security Pillar. The specific Rule of Law Sector Objective isto strengthen the Rule of Law in South Sudan by enforcing and maintaining law and order, providing equitable access to justice and a functioning criminal justice system, increasing security in communities, and promoting and protecting human rights for all.” This project also aims to support the priorities of the rule of law institutions (Judiciary, Ministry of Justice, Police and Prison) as articulated in their institutional Strategic and/or Action plans. UNDP’s support contributes to the provision of equitable access to justice, and promotes law and order through accountable and transparent formal and informal institutions.

The South Sudan National Police Service (SSNPS) and the National Prisons Service of South Sudan (NPSSS) were created through large scale reclassification of ex-combatants without a system in place to ascertain the functional capacity of the services. Lack of information on personnel including personal information, education, professional and other qualifications affected proper administration and created an unaccountable force. UNDP South Sudan in collaboration with UN Police supports the personnel registration of the Police and Prisons Services, which aims to identify, quantify and verify the strength of the South Sudan Police and Prisons Services in terms of personnel and generate accurate data for effective human resource management. South Sudan National Police and Prisons Service, with support from development partners, have developed personnel registration database software designed using MS dot net, SQL, Java Script, MS Visual Studio etc.

UNDP supported the establishment of 11 Registration Database Units for Police and Prisons in all 10 states and at the national level to physically register and enter data of registered personnel. The database is designed to provide, inter alia, detailed personal, financial, educational, training, and professional information about each individual.

Selected police personnel were provided Basic Training on the database and an introduction to the software and data entry. This was followed by Advanced Training, focused on management of the database, system administration, networking and database administration, including the use of Structured Query Language (SQL). 

National and State Joint Registration Committees are comprised of Police and Prisons authorities, UNDP, UNMISS Police and UNMISS Corrections Advisors. The first phase of the initiative involved manual registration, in which police and prisons personnel appeared in person and completed standardized forms containing detailed personal, educational, professional and training information. Fingerprints and photographs of each registered person were obtained and all personnel underwent a Medical Examination by a Government Medical Officer. The Police and Prisons Administration did background checks for every registered individual. In the second phase, the collected data was uploaded into the database. The third phase involved scrutiny, analysis and reconciliation of the data, which resulted in a reconciled database list and payroll for all 10 States and Police General Head Quarters.  By December 2013, the registration and rescreening process was in its final stage. All rescreened and validated Police and Prisons personnel were to be issued Photo Identity Cards in the fourth phase as per the approved Identity Cards Policy.  

The December 2013 violence left several police and prisons personnel dead or injured. The capability of the Services in the three worst affected states—Jonglei, Unity and Upper Nile—was severely affected with many personnel deserting the Services. Given the deaths, injuries and an unspecified number of desertions in the rank and file of police and prisons services, most notably in Jonglei, Unity and Upper Nile states, the status of police and prisons personnel in the registration databases now needs to be reviewed and reconciled. With a view to re-ascertaining the functional strength, the Government has constituted committees which will disburse pay and allowances of all personnel only after physical verification of each member in all states. The existing database would require extensive revision and incorporation of changes.

Objectives:

Guided by priorities outlined in strategic objective of, Police and Prisons Service the overall objective of the Technical Consultant Police and Prisons Personnel Registration will be to:

  • Assist in enhancing ability of South Sudan National Police Service and National Prisons Service to maintain law and order enhanced through organizational rightsizing, sustainable training capacities.

Duties and Responsibilities

Functions / Key Results Expected

Provide technical support for installation and configuration of identity card machines to the database and on the management of the databases for the development of standard operating procedures and manuals.

Conduct national level training to build technical capacity of police and prisons personnel working at national, state and county levels.

Support the development of a technical operation plan for both police and prisons services for the issuance of identity cards from the national level to the county levels.     

Activities towards expected results will included but not limited to:

  • Review of the personnel registration process for police and prisons which have been progressing through different stages and its relevant documents including Reports, Orders, Circulars, hardware, software, equipment and database etc.
  • Configuration of identity card machines to the database, hardware and software
  • Preparation and validation of standard operating procedures and manuals for database administration
  • Conduct training for police and prisons personnel working at national, state and county levels
  • Preparation and validation of technical operational plan for issuance of identity cards to police and prisons personnel at national, state and county levels
  • Consultation and coordination with Joint Registration Committees of Police and Prisons Services, UNDP and UNPOL advisors for configuration and installation of identity card machines with database and computer systems and for developing, review and approval of standard operating procedure, manual, technical working plan and training material.

 Scope of Assignment:

Technical Consultant Police and Prisons Personnel Registration will be based in Juba to support police and prisons services, with possible travel to all ten states for functionality of identity card machines and issuance process. 

The Technical Specialist will be responsible for technical support, installation, commissioning and configuration of the identity card printing machines with the database. He/She shall support the consolidation of the personnel registration databases of the police and prisons services after the identity cards are issued, provide technical support for hardware and software management and administration of database systems. The Technical Specialist shall be co-located with the Police and Prisons Headquarters in Juba and work in close collaboration and consultation with Police and Prisons authorities, UNDP, UNPOL and UNMISS CAS at national and state levels and will report to the Chief Technical Advisor for the Ministry of Interior.

The specific responsibilities of the Technical Consultant Police and Prisons Personnel Registration Project will be to:

 Support installation and configuration of identity card machines with the database and computer systems for police and prisons services.

Develop one standard operating procedure and one manual for:

  • System administration at national and state levels

  • Manual and computerized personnel record keeping system including database backups, retrieval and systematic updating

Conduct three (3) national level trainings of 10 working days each for 90 participants. Develop course material on theoretical and practical training on:

  • Orientation to the identity card machines, their usage, safety, security and printing of identity cards;
  • Database management;
  • Establishing interface between identity card machines and existing police and prisons databases;
  • Consolidation of the standalone databases at national and state level after issuance of identity cards.
  • Hardware and software updating and trouble shooting
  • Develop a technical operation plan for police and prisons services for the issuance of identity cards to all police and prisons personnel at national and state levels.

Timelines:

  • Review of existing police and prisons personnel registration process, including study of relevant documents, Reports, Orders, Circulars, hardware, software, equipment and database etc. (20 days);
  • Configuration of identity card machines to the database, hardware and software (30 days);
  • Preparation and validation of standard operating procedures and manuals for database administration (40 days);
  • Conduct training for police and prisons personnel working at national, state and county levels (60 days);
  • Preparation and validation of technical operational plan for issuance of identity cards to police and prisons personnel at national, state and county levels (30 days).                                                                                                                                               

Impact of results:

  • Action plan for the joint registration committees charged with development of standard operating procedures based on consultation with all stakeholders and in accordance with vetting process and Identity Card Policy;
  • Improved technical capacity of police and prisons personnel administration and personnel management system;
  • Improved record keeping system of police and prisons system for better human resource management.

Required Skills and Experience

Education:

  • Degree in policing or prisons and related specialization in human resource management and computer science.

Experience:

  • Minimum 10 years of relevant work experience in policing/prisons;
  • Demonstrated experience in project implementation, particularly in the area of technical support for personnel registration process for police and prisons services;
  • Substantial previous experience providing technical advice and training to, and working with, all levels of Police and Prison officials;
  • 5 years of professional experience working with computer system administration and dealing with application software;
  • Specific experience in designing and implementing database applications;
  • Experience of managing development database projects and providing high quality technical advice to Government institutions system administration;
  • Proven understanding of database applications and managing human resources databases
  • Experience in network administration and database administration;
  • Experience in installation of identity card machines with computer network and database and providing training thereon
  • Proven experience in capacity building and training in hardware, software and database applications;
  • Computer skills and strong knowledge of various software including Excel, PowerPoint and Word;
  • Previous experience in UN/ UNDP/ UNMISS is an asset.

Language Requirements:

  • Excellent knowledge of English and ability to communicate clearly in written and spoken English;
  • Arabic language will be an asset, not a requirement.
