Background

An outline of the NUPRP has been endorsed by the GOB. UNDP has provided assistance to GOB in preparing the outline and facilitating interaction with potential financiers such as DFID and the World Bank. Several missions were fielded by UNDP between November 2013 and July 2014 that resulted in the currently available outline of NUPRP. The GOB is now committed to take the process forward of refining and finalizing the programme utilizing support from UNDP.

The Development Partners who will provide finance to the NUPRP will in parallel prepare documentation for the respective components of NUPRP they are prepared to finance.

A Task Force comprising (GOB and UNDP) has been established to coordinate the preparation and formulation of the NUPRP.

An individual International Consultant is required to support the work on formulation of the final programme documentation over four months from November 2014 to March 2015.

Duties and Responsibilities

The main tasks of the international consultant are:

Further development and refinement of the overall outline of the NUPRP contained in the document “National Urban Poverty Reduction, Version 5” Reflecting views and inputs from Government, UNDP and other stakeholders including Development Partners interested in providing financial support to NUPRP.

Strengthen the formulation of specific components of the NPURP with a focus on the following components:

  • Security of tenure and improved housing;
  • Urban resilience building and adaptation to climate change;
  • National policy development and capacity building of LGIs;
  • Monitoring and Evaluation.

Preparation of a detailed overall budget for the NUPRP with a detailed break- down of all costs as well as the details of funding sources.

Expected Outputs

Expected outputs will include:

  • Further development and refinement of the overall outline of the NUPRP;
  • Strengthen the formulation of specific components of the NPURP with a focus on Security of tenure & improved housing, urban resilience building & adaptation to climate change, national policy development and capacity building of LGIs and Monitoring & Evaluation;
  • Preparation of detailed budget for the NUPRP.

Impact of Result

  • Formulation of the National Urban Poverty Reduction Programme (NUPRP) in Bangladesh.

Institutional Arrangement

  • The work will be overseen by the Urban Programme Analyst-UNDP and International Project Manager of UPPR.

Duration of the Work and Duty Station

  • The assignment’s total duration of 6 weeks (30 days worked) over a period of 4 Months;
  • Home based with field visit (minimum 2 field visit required).

Final Products/Services

  • Inception Report and Assignment Plan - 3 days (One week after initiation of assignment);
  • Revised NUPRP Report - 7 days (By 1st week of December 2014);
  • Updated version of report - 10 days (By 1st week of February 2015);
  • Final and comprehensive report - 10 days (By 1st week of March 2015).

Required Skills and Experience

Academic Qualifications:

  • Post graduate or equivalent degree in social science/development studies/governance/economics/political science or related discipline

Experience:

  • Minimum 15 years of proven experience in development work;
  • Minimum 5 years experiance in project formulation/design and/or evaluation for major donors/UN agencies especially developing business case;
  • Minimum 2 years of Country level experience and familiarity with the context (work experience in Bangladesh);
  • Minimum 2 years of experience and understanding of the urban context in South Asia.

Language:

  • Fluent in English.

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70% of the technical criteria weight points would be considered for the Financial Evaluation.

Technical Evaluation Critera (Total 70 Marks): 

  • Extensive experience in project formulation, design and/or evaluation - 20 Marks;
  • Country level experience and familiarity with the context (based on work experience in Bangladesh) - 10 Marks;
  • Adequacy of the proposal in responding to the Terms of reference (TOR) above - 20 Marks;
  • Technical skills given by qualifications and research records - 20 Marks.

Financial Evaluation Criteria (Total 30 marks):

All technically qualified proposals will be scored out of 30 based on the formula as provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

 p = y (µ/z)

Where:

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated

Technical Proposal

A detailed CV entailing comprehensive work / assignment details will suffice for technical proposal.

Financial proposal

UNDP shall effect payments, by bank transfer to the successful bidder’s bank account, upon acceptance by UNDP (in consultation with LGD) of the deliverables as specified in the ToR. Payments will be made in tranches based on the following percentages and milestones.

Payment installments

  • 1st Payment: 10% of the contract amount will be paid upon approval of inception report and assignment plan;
  • 2nd Payment: 30% of the contract amount will be paid upon approval of revised NUPRP Report;
  • 3rd payment: 30% of the contract amount will be paid upon approval of Updated version of NUPRP report;
  • Final Payment: 30% of the contract amount will be paid upon approval of final and comprehensive report.

Terms:

  • The selected contractor will prepare and submit a work plan for approval and report progress;
  • Payment for services of the contractor will be made upon certification of the deliverable and submission of invoice to be approved by Assistant Country Director/Poverty Cluster/UNDP.
