Background

Under the umbrella of the Increasing Accountability in Financing for Gender Equality programme and with support from the Government of Italy, the project ‘Strengthening National Mechanisms for Gender Equality and the Empowerment of Women’ is implemented in Ethiopia, Honduras, Jordan, State of Palestine and Senegal through 31 March 2015. The project aims to build capacities and strengthen the role of national women’s machinery (NWMs) for effective oversight and implementation of gender equality commitments. The focus of this project is predicated on the idea that strengthening the capacities of NWMs will enable them to articulate priority actions on gender and participate more effectively in policy and programme processes, thereby supporting stronger implementation of gender equality commitments.

A key component of this project is an assessment of the NWM in each of the five countries. The study will contribute directly to the achievement of the project objectives by supporting a comprehensive and multi-stakeholder assessment of current capacity levels of the NWMs, identifying existing gaps to ensure targeted capacity strengthening efforts.  The assessment will also contribute to the knowledge sharing component of the project, generating much needed data on NWMs through primary research and supporting comparison of findings across three regions.

UN Women is commissioning the assessment to contribute to the available evidence on the NWM functioning, achievements and challenges in fulfilling its mandate.  It is envisioned that the assessment will provide useful recommendations for strengthening the role of NWMs to participate effectively in policy, programme and monitoring processes and to effectively promote government delivery on gender equality commitments. The consultant will lead the development of the assessment methodology and implementation of the study in close collaboration with the UN Women country office in Jordan.

The overall methodology will focus on a desk review of available national documents pertaining to the NWM and a series of individual interviews/focus group discussions to collect primary data from national stakeholders. 

Duties and Responsibilities

Under the direct supervision of the project manager, the consultant will have to undertake the following tasks, which include, but not limited to: 

  • Develop the methodology for the assessment and the tools for data collection;
  • Conduct a desk review of the existing national documents pertaining to NWM;
  • Contact national stakeholders (via email and telephone) to arrange for their participation in focus group session and/or individual interview;
  • Prepare the agenda for the focus group session and finalize the questionnaire(s) to guide both the focus group and the individual interviews;
  • In consultation with UN Women, facilitate the focus group discussion and interviews; and
  • Compile and share a brief, analytical report &presentation (in Arabic &English) with UN Women.

 The consultancy will consist of 25 working days, spread over a period of 3 months from start date.  During this period, the national consultant will work closely with UN Women in all of efforts. 

UN Women shall provide a lump sum that will cover all the expenses of the Consultant  A lump sum payment shall be made upon satisfactory completion of the following assignments which shall serve as payment milestones:

  • First Tranche, 35% of lump sum fees – Upon submission of final methodology, corresponding data collection tools and list of relevant stakeholders for focus group/interviews;
  • Second Tranche, 35% of lump sum fees – Upon completion of desk review, focus group and interviews;
  • Third Tranche, 30% of lump sum fees – Upon submission of Final Report & presentation of assessment and satisfactory completion of all activities.

Required Skills and Experience

Education:

  • Advanced university degree in Social Sciences, Economics, Political Science, and Gender/Women’s Studies.

Experience:

  • A minimum of 5 years of relevant experience in development work and particularly on issues of women’s empowerment and gender equality;
  • A proven track record in designing and conducting analyses that use participatory methods;
  • Experience in conducting quantitative and qualitative data analysis and synthesizing information into concise, analytical written documents;
  • Strong understanding of national context in relation to budgeting and gender-related issues, as well as of the role of various stakeholders;
  • High quality research and analytical skills;
  • Strong personal commitment to gender equality and human rights.

Languages:

  • Excellent writing and oral communication skills in English &Arabic.
