Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Regional Office for Arab States (ROAS) is implementing regional programmes to advance the economic empowerment of women in the Southern Mediterranean region and to assist them to reposition themselves in the political and decision making spaces in their respective countries. In addition to country-level interventions, the programmes work at the regional level through several initiatives including the establishment of a knowledge hub on women’s economic empowerment and political participation, which generates knowledge products, facilitates experience-sharing, and provides the technical assistance to the region.

Under the overall guidance and direct supervision of the Programme Manager, the Monitoring and Evaluation Specialist ensures effective monitoring and evaluation for the programmes at the Regional Office for Arab States.   The assignment requires intermittent presence on UN-Women premises.

Duties and Responsibilities

Objective of the Assignment:

  • To build monitoring and evaluation (M&E) capacity and to foster an M&E (i.e., data-driven) culture.

Scope of the Assignment:

In accordance with UN Women Evaluation monitoring and evaluation guidance, the consultant will work under the overall supervision of the Programme Manager:

  • Assess the existing monitoring systems, identifying gaps, redundancies, and new opportunities;
  • Monitor programme results (outputs and outcomes) by collecting and analyzing data for the indicators established in a programme;
  • Monitor the timely and efficient completion of programme activities that are planned to lead to results;
  • Update the programmes’ performance measurement framework;
  • Provide timely and quality submission of data, analysed reports, field trends;
  • Maintain a results oriented database of all programmes information and results accessible to internal and external evaluators as per UN Women rules and procedures;
  • Serve as a focal point for baseline surveys based on key indicators and strategies approved in the programme document;

Provide substantive inputs to the implementation of annual work plans for the programmes with effective operational strategies, clear deliverables, annual targets with indicators and milestone, Identify and facilitate documentation of evidence based good practices.

Duties and Responsibilities:

The consultant will have the following duties and responsibilities:

  • Provide overall support to the implementation of a monitoring system for the programmes;
  • Update the consolidated programmes’ performance measurement framework;
  • Work with the Programme Manager and teams to maintain a data collection system tracking and collecting core data elements on the interventions’ design;
  • Work with the Programme Manager and teams to develop reporting templates, questionnaires, survey instruments, and monitoring plans for the programmes to track impacts;
  • Provide follow-up to the programmes and support the ongoing data collection and interpretation of results;
  • Provide suggestions for ways to improve the tracking of results;
  • Participate in the dissemination of program findings and lessons learned including, but not limited to, innovative strategies, approaches and models to help other providers as they conduct self-assessments and quality improvement activities in their respective organizations.

Expected Places of Travel:

Travel to countries in the Arab states region where the programmes are implemented may be required for this assignment.

Deliverables:

  • Performance measurement frameworks updated on regularly frequency (based on frequency established in the PMF)
  • Support the use of monitoring tools in the countries and regional programmes sites;
  • Field monitoring visits conducted in all programme sites (at least once a year);
  • Preparation in collaboration with programmes’ team of all narrative reports (a minimum of once yearly for narrative reports) and    briefing notes (monthly briefing notes) and any other reports requested;                                                                             
  • Contribution to regional team meetings at the level of monitoring and evaluation (PPT, documents, briefing, etc.);
  • Knowledge products on findings from monitoring and reporting exercises generated and communicated to internal and external stakeholders;
  • Monthly submission of information about actual progress and constraints;
  • Other monitoring and evaluation duties performed as required.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Management, Rural Development, Social Sciences, or related field;
  • Additional certification in statistics, MIS management and Monitoring and Evaluation will be considered as an asset. 

Experience:

  • A minimum of two years of professional experience in the field of rights based monitoring and evaluation;
  • Experience in the management of gender equality and women’s empowerment programmes or analytic work in gender and development, gender analysis and/or human rights;
  • Good knowledge of rights-based approach and result-based management.
  • Experience related to UN Women’s mandate and activities would be an added advantage;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments;
  • A proven ability to liaise with a myriad of stakeholders and partners, including government, civil society, international organizations and grassroots organizations.

Language Requirements:

  • Fluency in Arabic and English;
  • French would be an asset.
