Background

UNDP Afghanistan works to achieve transformation change that will lead to freedom from poverty and insecurity for every afghan, young or old, man or woman.

UNDP assists in the achievement of Afghanistan’s own priorities outlined in the Afghanistan National Development Strategy and National Priority Programmes, as well as international development frameworks such as the Millennium Development Goals, the New Deal for Engagement in Fragile States, and other global agreements in which Afghanistan participates.

In partnership with the Government, the United Nations system, the donor community and other development stakeholders, UNDP contributes to institutional development efforts and strengthens the capacity of national partners through projects and interventions in the areas of democratic governance, rule of law and security, women empowerment and gender, sustainable management of natural resources and climate change adaptation, resilience to natural and man-made chocks and disasters.

The Law and Order Trust Fund for Afghanistan (LOTFA) was set up as a mechanism for the international community to mobilize resources for the establishment, payment, equipment, training and gender enhancement of the Afghan police force, under the Ministry of Interior (MoI), Government of Afghanistan. The first five phases of the project have been completed, implemented over the period, 2002-2010.

Under the current Phase-VI (effective 01 January, 2011 through 2014), the project has evolved into a more substantive platform with an expanded capacity development component for consolidated sustainability of the established systems and processes, and a separate community policing component for decentralized support to the police towards more effective service delivery.

The project activities are clustered around three distinct pillars i.e.:

  • (i) Police and prisons staff remuneration, and police infrastructure;
  • (ii) Capacity development and institutional reform of the MoI;
  • (iii) Democratic policing.

The enhanced capacity development activities will be undertaken based on a comprehensive capacity needs assessment of the MoI resulting in the development of an overall capacity development strategy. The democratic policing activities will build on the pilot initiative of UNDP implemented during 2010 in identified Kabul districts, for expansion of the programme to a larger number of provinces /districts across the country.

Duties and Responsibilities

Position of Technical Specialist (Reporting) will work under the overall supervision of the Programme Manager.

Key Functions:

In collaboration and consultation with national, international and LOTFA/UNDP internal stakeholders, Technical Specialist (Planning & Reporting) performs the following functions:

  • Ensure that all aspects of the overall project and Pillar plans are consistent in format and coordinated in content;
  • Provide quality control and support for planning processes within the project and project pillars;
  • Oversee the production of written and electronic plans that conform to requirements of the various stakeholders, including ensuring that timelines are adhered to, and that project impacts are assessed against the Results Framework;
  • Define the data requirements for planning and coordinate with other units to ensure that such data is gathered and analyzed in accordance with agreed timeframes;
  • Provide project management with timely and accurate reports, with attention to detail, that enable proactive project and pillar management;
  • Ensure that all externally directed reports are produced on-time and in conformity with expectations;
  • Lead the fact-finding and packaging of ad hoc reports, as required;
  • Cooperate closely with relevant country office units to ensure adequate and timely report submission;
  • Help establish  standardized reporting mechanism, and ensure effective and timely reporting to senior management and stakeholders;
  • Facilitate compilation of data and information from different project components for development of comprehensive project reports;
  • Develop clear and concise reports, excel sheets and power-point presentations for various meetings, workshops, conferences, etc., internal and external including the Project Board meeting and donor briefings;
  • Continuously capture and compile lessons learnt for utilization in the future besides keeping track of the risk and issue logs for reporting purposes; cooperate closely with the M&E unit;
  • Communicate donor feedback on quality of reports for future quality improvement, in coordination with relevant project staff and Country Office programme unit.
  • Any other ad hoc task in relation to planning and reporting as required by the project management.

Key Results

The key results have an impact on the success of the LOTFA Programme activities, strengthening of overall reporting capacity.

Required Skills and Experience

Education:

  • Master degree in International Development, Social Sciences, International Relations, Political Sciences, or related field.

Experience:

  • 5 years of relevant experience at the international level in planning and reporting for international project or programmes;
  • Hands-on experience in design, planning, monitoring and reporting on development projects;
  • Familiarity with Results Based Management principles, LogFrame approach and techniques; Certification in Prince2 and/or in Results based Management an asset;
  • Fully proficient computer skills and use of relevant software and other applications, e.g., word processing, spreadsheets, internet, PP, database packages, excel etc.;
  • Experience with web-based management systems;
  • Experience in a developing, conflict or transitional country setting is preferred;
  • Experience in multicultural setting is an asset;
  • Previous experience in the country or in the region is an asset.

Languages:

  • Excellent English communication skills (particularly writing);
  • Knowledge of Dari/Pashto languages will be advantage.
