Background

Given increased threats posed to UNDP programmes & personnel globally, UNDP Senior Management has identified the need for enhanced security information analysis capabilities to be provided by the Security Office.

Reporting to the Director, Security Office (D-1), the Security Information & Policy Specialist leads the Security Office’s efforts in the development, maintenance, and provision of relevant UNDP security policies. The incumbent will serve as the UNDP’s Security Office point of contact for reporting on security events and other threat/risk specific to UNDP activities on a global, regional, sub-regional and country level, in cooperation with RSAs. The incumbent will maintain liaison with internal and external partners and clients to ensure accuracy and timeliness of security based reporting.   

The incumbent serves as the supervisor of the Security Coordination Associate (G-7).

Duties and Responsibilities

Security Policy Development & Maintenance:

  • Develops innovative security policies/procedures, reflecting latest developments in the UN Security Management System and changes in UNDP operating environments;
  • Prepares the Annual Security Content Workplan to be reflected in the Annual Compendium of New and Revised Policies and Procedures. Leads the process of regular review/revision of extant security policy documents and frameworks for publishing to the POPP;
  • Represents UNDP in interagency and external fora on security policy, contributing inputs/feedback from a UNDP perspective, as instructed by the Director.

Interpretation and advisory support to clients/stakeholder on UNDP security policies:

  • Guides clients/colleagues in the interpretation and application of UNDP security policies, providing timely responses to queries, and working towards full compliance/implementation.

Security Information Management:

  • Develops, implements and manages the internal UNDP Strategic Security Information Project (SSI);
  • Develops and refines the processes related to this project and implements it on a global scale;
  • Research methodologies and management tools to enhance the availability and accessibility of UNDP security related information.

Serve as the principal UNDP Security Office focal point for security based reporting and analysis of security trends and impacts to UNDP activities globally:

  • Provides regional threat and risk analysis to colleagues/clients while ensuring that senior managers are able to make decisive and strategic decisions based on timely and accurate reporting from internal and external sources;
  • Supports UNDP regional security teams and COs by assisting in development of sound security risk assessments by contributing and analyzing information on known and anticipated threats;
  • Maintains the capacity to rapidly and effectively report on security, risk and threat issues relative to UNDP activities on an on-demand and pro-active basis.

Provision of training on security policy/SOPs:

  • Maintains up to date and accurate knowledge of extant UN/UNDP security policies/procedures;
  • Liaise with UNDSS Training Unit for addressing UNDP requirements in the UNDSS training materials;
  • Prepares presentations and training materials.

  • Ability to provide with authoritative advice and guidance on security management, plan and coordinate security activities.

  • Knowledge of the UNSMS policies and procedures and ability to apply strategic and/or practical situations;

Security & Safety (General)

  • Knowledge of the UN Security Management System (UNSMS) and UNDP's role in addressing security issues.

  • Ability to efficiently handle and share information and knowledge.

Required Skills and Experience

Education:          

  • Advanced University Degree in Security Management, Social Sciences, or other relevant discipline;
  • Senior Police/ Military Command and Staff Course minimum 9 months full time, will be accepted in lieu of an Advanced University Degree;
  • Formal training in Security analysis practices and processes, preferably within the UN Common System, is highly desirable.

Experience:       

  • 7 years of relevant work experience, with demonstrated knowledge of UN security policies;
  • Prior experience in security information analysis;
  • Prior experience in the UN, in a crisis context, is highly desirable. 

Language Requirements:            

  • Fluency in written & spoken English;
  • Knowledge of another UN language is highly desirable.
