Background

Duties and Responsibilities

Under the overall supervision of the Regional Representative for Europe and Central Asia, the technical supervision of the NRC Lead Technical Officer (LTO), operational supervision of the Field Programme Office (REU), and in close cooperation with the National Project Coordinator (NPC) of the Ministry of Agriculture, Forestry and Water Economy (MAFWE), other national institutions and the project team of international experts, national and local consultants and FAO officers, the consultant will carry out the following activities:

  •  assist the NPC, MAFWE staff, FAO officers, international experts and national consultants in the formulation of the relevant activity and work-plans, including with the organization of, and participation in, relevant project workshops, such as the national workshops, training workshops, etc, and by ensuring that gender considerations are mainstreamed in the project;
  •  provide technical advice within the context of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security;
  •  supervise the field work in the pilot communities in close cooperation with the NPC, MAFWE coordinators of the pilots, international experts, national consultants and FAO officers;
  •  assist in the development of the selection criteria and selection of the pilot communities;
  •  lead the design of public awareness campaigns in the pilot communities, through public meetings and other means, to inform beneficiaries about land consolidation, including the procedures, implications, potentials and constraints;
  •  lead the design of the processes for the interviews of stakeholders, the preparation of a map showing ownership and use rights of the pilot community, the assessment of options for land consolidation, and the registration of abandoned land;
  •  lead the design of the process for the draft plan for the re-allotment of parcels in the pilots, including discussions with individual stakeholders regarding their interests and wishes; assessment of possibilities for re-allotment of parcels; negotiation between stakeholders for the re-allotment of parcels; and valuation of parcels to be included in the re-allotment;
  •  lead the design of the final re-allotment plan for the pilots representing the agreements by stakeholders to the proposed re-allotment, lead the presentation of the proposed re-allotment plans for review by government and others in coordination with other national and local consultants, and supervise the finalization of the re-allotment plans;
  •  supervise the work for the registration and finalization of transfer agreements, including by coordinating with the survey work required for the project;
  •  assist FAO officers and the international experts in the development and execution of a training programme on land consolidation;
  •  assist in the socio-economic and participatory assessment of the two pilot communities;
  •  assist in the preparation of the community area development plans for the two pilot communities;
  •  assist MAFWE in the design of the monitoring and evaluation framework for use in new land consolidation projects;
  •  assist the work on the development of a legal base in relation to the development of guidelines as foreseen in the new Land Consolidation Law and defined in the by-laws already developed; the development of flexible procedures for state purchase of private agricultural land and selling of state agricultural land in connection with land consolidation projects; and proposals for amending the legal framework for land consolidation;
  •  assist MAFWE in the development of an operational land consolidation programme with particular regard to the development and execution of awareness-raising campaigns at the national level on land consolidation; the preparation of a manual prepared based on the design and implementation of the land consolidation pilots; and the preparation of subsequent EU-funded land consolidation projects;
  •  prepare and submit mission reports;
  •  prepare the draft Terminal Statement in collaboration with the LTO.

Competencies

  • He/she should have sound expertise in land consolidation, land administration or land management, agriculture and rural development policies of sustainable management of natural resources. 
  •  He/she should be familiar with the relevant normative framework and possess good communication skills. 
  •  He/she should have significant experience in project management and team building. 
  •  He/she should be able to plan and organize work and participate effectively in a multi-disciplinary team.

Required Skills and Experience

Candidates should meet the following:

 

Education:

• University degree relevant to land consolidation, land surveying, land administration or land management.

Experience:

• Experience with land consolidation related activities (e.g. from land consolidation pilots) will be an asset. 

Language:

• Good report writing skills and working knowledge of English are essential
