Background

Duties and Responsibilities

Under the overall supervision of the Regional Representative for Europe and Central Asia, the technical supervision of the NRC Lead Technical Officer (LTO), operational supervision of the Field Programme Officer (REU) and in close cooperation with the National Project Coordinator (NPC) of the Ministry of Agriculture, Forestry and Water Economy (MAFWE), other national institutions and the project team of international experts, national and local consultants and FAO officers, the consultant will carry out the following activities:

  •  assist the NPC, MAFWE staff, FAO officers, international experts and national consultants in the formulation of the relevant activity and work-plans, including with the organization of, and participation in, relevant project workshops, such as the national workshops, training workshops, etc.;
  •  provide technical advice within the context of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security;
  •  provide leadership to the local land consolidation teams in terms of gender focus, with particular regard to support to women in registration/titling/and other cadastral related activities, and ensure that gender considerations are mainstreamed in the work related to the community area development plans;
  •  lead the design and implementation of socio-economic and participatory assessments of each of the two pilot communities for the purpose of the development of community area development plans, with regard to social, economic and ecological potentials and constraints and taking into account the needs and perspectives of beneficiaries of land consolidation and other stakeholders; and gender issues (e.g. with regard to access to land, legal, institutional and social restrictions customary/traditional land norms and marital and inheritance laws and their relevance to land consolidation);
  •  lead the preparation of a community area development plan for each of the two pilot communities (based on the socio-economic and participatory assessments, in close cooperation with the local government, landowners, farmers and other stakeholders), and in the case of the comprehensive pilot, the work will include the preparation of a proposal for an appropriate technical project;
  •  assist the work on the land consolidation pilots in particular with regard to rural development issues related to the selection criteria and selection of the pilot communities; awareness-raising campaign; training programme; preparation of ownership maps and interviews with stakeholders; preparation of draft re-allotment plans and its environmental impact assessments; preparation of final re-allotment plan; and registration of land consolidation transactions including the preparation of legal documentation.
  •  assist the work on the development of a legal base with particular regard to rural development issues and in relation to the development of guidelines as foreseen in the new Land Consolidation Law and defined in the by-laws already developed; the development of flexible procedures for state purchase of private agricultural land and selling of state agricultural land in connection with land consolidation projects; and proposals for amending the legal framework for land consolidation.
  •  assist MAFWE in the development of an operational land consolidation programme with particular regard to rural development issues related to the development and execution of awareness-raising campaigns at the national level on land consolidation; the preparation of a manual prepared based on the design and implementation of the land consolidation pilots; and the preparation of subsequent EU-funded land consolidation projects;
  •  carry out other activities within the technical competence as requested by the national land consolidation expert and FAO officers;
  •  prepare and submit mission reports.

Competencies

  • He/she should have sound expertise in rural development, community development and participatory land use planning. 
  • He/she should be familiar with the relevant normative framework and possess good communication skills.
  • He/she should have significant experience in project management and team building. 
  •  He/she should be able to plan and organize work and participate effectively in a multi-disciplinary team

Required Skills and Experience

Candidates should meet the following:

 

Education:

  •  University degree relevant to rural development, community development, agronomy or agricultural engineering.

Experience:

  •  Experience with land consolidation related activities (e.g. from land consolidation pilots) will be an asset. 

Language:

  •  Good report writing skills and working knowledge of English are essential.
