Background

High inequality undermines prospects for sustainable human development through a multitude of channels. 
UNDP’s 2014-2017 Strategic Plan recognizes the centrality of inequalities as development issues by placing significant reductions in inequalities and exclusion at the core of UNDP’s mission. In order to deliver on this vision in the developing and transition economies of Europe and Central Asia, UNDP needs to engage with likeminded partners on the threats posed by inequalities, as well as possible ways of redressing them. This agenda starts with a clear understanding of the measurement and drivers of inequalities, as well as of policy options for reducing them.
Building on recent analytical work, including UNDP’s global Humanity Divided study (mentioned above), a Regional Support Center in Istanbul has undertaken a regional study on poverty, inequality and vulnerability. The paper assesses poverty and inequality trends in the transition and developing economies of Europe and Central Asia, and links these trends to discourses regarding vulnerability exclusion, and sustainability. It supports regional and national presentations of UNDP’s 2014 Human Development Report (“Sustaining Human Progress: Reducing Vulnerabilities and Building Resilience”), as well as of UNDP’s “Humanity Divided” global inequality study—both of which are scheduled for the second half of 2014. The paper considers various definitions and indicators of poverty, inequality, exclusion, vulnerability, and sustainability; and concludes that—as is to be expected in a region that is dominated by middle-income countries—income poverty data offer important but incomplete insights into the sustainable development challenges facing the region. The paper also finds evidence to support arguments that reductions in income poverty and inequalities go together, and are broadly consistent with the development trends apparent in the region. And, it presents a new approach to monitoring vulnerability to poverty in the region.

This paper will contribute to the organization of a two-day “Inequality Dialogue” in January 2015 and feed into consultations of the next theme of the Regional Human Development Report in 2015.

Duties and Responsibilities

Under the Direct supervision of the Programme Specialist on poverty and inequality at the Regional Support Center in Istanbul, the consultant is expected to:

  • Produce an artwork to be used for the design of the cover of the publication in English and Russian;
  • Based on the artwork, propose design of the cover of the publication in two languages;
  • Propose and agree with the supervisor a custom design of specific graphs and figures integrating multiple layers of data;
  • Using the agreed design of the graphs and tables and in consultation with the authors of the publication, lay out the publication in two languages;
  • Reflect the possible changes after first and second revision;
  • Produce final proofs and a PDF version optimized for the on-line electronic publication in two languages.

At the end of the assignment, the consultant is expected to deliver:

  • Artwork to be used for the design of the cover of the publication and the poster by 10th January  2015;
  • A publication layout (4X4 colour) in two languages by 16th January 2015;
  • Publication in electronic format in two languages optimized for web-upload and printing purposes by 16th January 2015.

Remuneration

The consultant will be paid a lump sum in one instalment upon the successful delivery of all deliverables mentioned above, and after the review and approval of the deliverables by the recruiting manager and the Programme Authorities.

Competencies

Functional Competencies:

  • Excellent and proven graphic art skills;
  • Excellent and proven graphic design skills;
  • Effective communication skills;
  • IT literacy and ability to operate graphic design applications.

Required Skills and Experience

Education:

  • Bachelors degree in Arts (preferably graphic design and publications).

Experience:

  • At least 3 years of proven experience in graphic design and designing publications;
  • Working experince with UNDP, preferably in Regional Bureau for Europe and CIS (RBEC) region.

Language:

  • Full proficiency in English;
  • Proficiency in Russian is an asset.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria – 70% of total evaluation – max 35 points:

  • Criteria A (Academic background) specified in the announcement) – max 5 points;
  • Criteria B (At least 3 years of proven experience in graphic design and designing publications, preferably in RBEC region) – max15 points;
  • Criteria C (Full proficiency in English is a must, proficiency in Russian is an asset) - 5 points;
  • Criteria D (Relevancy of the portfolio/ examples of the design work for publications done by the candidate at-tached to the application) – max 10 points.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Financial Criteria - 30% of total evaluation – max. 15 points.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
