Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance and direction of the supervisor, the Project Officer will work closely with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society to ensure the technical direction of the project is maintained and key outputs are achieved in a cost effective and timely manner.

Duties and Responsibilities

Summary of Key Functions:

  • Project Development and Management;

Programme Development and Management:

  • Provides technical advice on gender planning, budgeting and monitoring to local partners with an emphasis on district government, communities, CSOs and local authorities;
  • Supports the implementation of project activities by partners in selected districts;
  • Contributes to the development of the project annual work plan, ensures implementation and produces regular progress and financial reports;
  • Provides inputs and feedback on project implementation, to partners and stakeholders and contribute to reporting and coordination;
  • Administers and monitor the performance of the Women’s Food Security and Climate Change response fund in Gaza;
  • Supports the implementation of the learning strategy and ensure incorporation of lessons in local planning and budgeting strategies and approaches;
  • Participates in project activities implemented jointly with the Gaza provincial administration;
  • Works closely with WFP, FAO and UNCDF to support improved gender-responsiveness of their programmes and interventions.

Inter-Agency Coordination Support:

  • Provides programme support to the UN Women Representative on inter-agency coordination related activities;
  • Provides inputs for the country level Comprehensive Country Assessment (CCA)/UNDAF processes and similar exercises related to the RC system by ensuring that gender concerns are clearly reflected;
  • Contribute to CCA/ UNDAF processes and other documents by collecting substantive inputs form the Programme Unit and analysing and researching the political, social and economic situation in the region;
  • Helps puts together analytical and regular progress reports on UN Women´s program experiences in support of UN women inter-agency coordination role.

Strategic partnerships building and resource mobilization Support:

  • Supports strategic partnerships and resource mobilization efforts by researching relevant documentation, and participating in donor meetings and public information events in Gaza;
  • Maintains information and databases on donors and developing database of project profiles for presentation to donors;
  • Ensure good partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Follows up on resource on mobilization activities for fund raising for new projects in coordination with the UN Women Representative.

Advocacy support and facilitation of knowledge building and management:

  • Under the guidance of the supervisor, supports the establishment of advocacy networks at provincial and national levels;
  • Supports relevant, high-impact advocacy activities and campaigns with key partners in Gaza as well as cross-Provincial and cross-thematic learnings and advocacy;
  • Collects knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices;
  • Contributes to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Gender and human rights related disciplines, Social Sciences, Agriculture or related field.

Experience:

  • Minimum 4 years of relevant experience at the national or international level with development projects preferably including experience in design, management, monitoring and evaluation of development projects;
  • Knowledge of gender and human rights issues, including gender mainstreaming/budgeting and gender training;
  • Experience of working on gender and women’s economic empowerment issues in rural areas with local government and non-government actors.

Language Requirements:

  • Fluency in Portuguese and good command of English are required;
  • Knowledge of local language spoken in Gaza province is an asset.
