Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

At the global level, UN Women is an active member of the Global Migration Group (GMG), an inter-agency group bringing together heads of agencies to promote the wider application of all relevant international and regional instruments and norms relating to migration, and to encourage the adoption of more coherent, comprehensive and better coordinated approaches to the issue of international migration.

In December 2013, UN Women signed an agreement with the European Union, for the financing and implementation of a 3-years global project with three pilots (Mexico (Latin America), Philippines (South East Asia) and Republic of Moldova (Eastern Europe)): Promoting and Protecting Women Migrant Workers’ labour and human rights: Engaging with international, national human rights mechanisms to enhance accountability.

This project strives to promote women migrant worker’s rights and protect them against exclusion and exploitation at all stages of migration. It aims to contribute to this overall objective by (a) strengthening strategic international human rights mechanisms, national oversight institutions and governments to ensure accountability to women migrant workers at all stages; (b) strengthening women migrant workers’ organizations and their support groups to effectively engage with the above stakeholders to ensure greater accountability to them. 

Protecting women migrant worker’s rights advances the human rights agenda, has a positive bearing on irregular migration and trafficking, contributes to well managed labor migration and good migration governance, and is critical for economic growth and development. 

Thus, project to be implemented in partnership with OHCHR is intended to generate a range of results which include changes in the awareness, understanding, capacities and responses of the primary target groups – relevant treaty bodies, special procedures mandate holders, Universal Periodic Review (UPR), governments, Parliamentarians/Parliamentary secretariats, national human rights mechanisms/institutions - to women migrant workers in the direction of promoting and protecting the latter’s rights. Likewise it will capacitate women migrant worker’s organizations and their support groups to strategically engage with the above-mentioned stakeholders so as to enhance the latter’s accountability to them. In addition to these targeted stakeholders and beneficiaries per country, the action will also engage with high level global/regional inter-governmental processes; on-line knowledge platforms and forums, the general public through cost effective public awareness initiatives, reaching about 7000 stakeholders totally in 36 months.

With the overall aim to ensure effective programme implementation, UN Women Moldova Country Office plans to hire a Project Coordinator for Moldova, based in Chisinau.

Duties and Responsibilities

The Project Coordinator will work under the guidance of the UN Women global project manager (based in NY) and the direct supervision and overall coordination of the National Programme Officer of UN Women in Moldova. He/she will be responsible for provision of high quality services to ensure a timely and effective implementation and monitoring of the project activities assigned for Moldova, in line with the programme document and as a contribution to the UN Women Moldova Strategic Note for 2014-2017.

The Project Coordinator will work in close collaboration with national programme teams in pilot countries, OHCHR team responsible for the implementation of the global project as main implementing partner, UN Women national operations team, and Government officials (central public authorities, representatives of the Parliament and national human rights mechanisms) and civil society (including NGOs and Women Migrant Workers organizations) ensuring successful UN Women programme implementation. 

The Project Coordinator is responsible for provision of technical assistance, guidance, facilitation and coordination, monitoring and regular exchange of knowledge and experience with pilot countries and respective national stakeholders.

Summary of Key Functions:

  • Management and implementation of programme activities and strategies according to the Project Document and Work Plan(s);
  • Ensure coordination between the activities implemented on the national level and those in pilot countries and on the global level, as integral part of the global project, including coordination within UNCT in the area of gender and migration;
  • Ensure proper monitoring and evaluation of the programme activities on the national level, in correlation with those on the regional/global;
  • Facilitate and ensure communication and advocacy on the national level and with pilot and regional/global teams, stakeholders and partners;
  • Facilitate knowledge building and sharing with global and pilot teams and relevant national stakeholders, including advice on mainstreaming gender into migration and development within UNCT and at national level;
  • Build synergies with other programmes implemented by UN Women at the national level and identify collaboration areas.

Management and Implementation:

  • In close collaboration with global/pilot and national teams, manage the UN Women led programme activities in Moldova to ensure that progress is made in achieving its goals and objectives in line with Project Document and the logframe;
  • In close consultation with global/pilot ad national teams, develop, finalize and implement annual/biannual/monthly workplans and budget forecasts to ensure timely and effective implementation within the given timeframe;
  • Ensure quality services and products delivery within the scope of UN Women led programme activities;
  • Provide technical assistance and track as well as report the progress in the implementation of UN Women led activities;
  • Identify capacity development needs and develop adequate solutions to ensure effective implementation of the project;
  • In close consultation with global/pilot and national teams, monitor the development of, and provide guidance and technical inputs, to ensure the quality of products and capacity development tools commissioned under the project, with emphasis on ensuring evidence-based approaches (e.g. training materials, training workshops, tools, knowledge-sharing publications and outreach materials developed);
  • Manage UN Women part of the country specific budget, in consultation with UN Women National Programme Officer , and in close collaboration with the operations staff;
  • Contribute to regular high-quality, results-oriented reporting on the programme to the donor and the UN Women RO and HQ;
  • Coach and provide guidance to experts/consultants/NGOs recruited at the national level in support for this project implementation;
  • Contribute to the improvement of the national gender statistics in the area of migration, including through coordination of data produced within the project with relevant national central authorities and Joint UN Project on Statistics;
  • Perform other duties that may be required by the UN National Programme Officer for effective implementation and monitoring of the programme.

Coordination:

  • Ensure effective information flow, communication and coordination and coherence with and between UN Women CO, RO and HQ and other UN Women projects and activities in the country, national programme partners, consultants;
  • Provide assistance in organizing and conducting meetings of the project National Steering Committee and other meetings scheduled and planned under the annual Workplan;
  • Liaise with key stakeholders and other partners to ensure a proper coordination and partnerships within the project framework;
  • Ensure that EU Delegation in Moldova is informed on a regular and systematic basis about the activities of the project that are taking place, especially whenever specific events (workshops, seminars, conferences, etc.);
  • Coordinate and arrange events, including meetings, trainings and other activities, with support of UN Women CO team;
  • Participates actively in the work of existing coordination mechanism, to ensure coherence of project with other processes in the country, including UN coordination groups, Government Coordination councils, donor’s coordination etc.

Monitoring and Evaluation: 

  • Ensure oversight and overall coordination and track progress of project deliverables as per program log frame and work plans;
  • Monitor project implementation and activities versus set targets and indicators;
  • Ensure timely and quality delivery of baseline, monitoring, evaluation plans and reports (flash, progress and final).

Communications and Advocacy:

  • In close collaboration with global/pilot and national teams ensure the implementation of a Joint communication plan and identify and seize strategic advocacy opportunities on an ongoing basis;
  • In close collaboration with global/pilot and national teams, establish partnership with key communications and media actors to promote the key programme messages;
  • Communicate and advocate on the issues and the project at relevant conferences, events and briefings to a variety of audiences;
  • Ensure maintenance of a calendar of the most relevant international/regional events to the project, and facilitate participation and access to that information by relevant partners and stakeholders;
  • Ensure the quality and content of related communications materials to be developed within the project.

Knowledge building and sharing:

  • In close collaboration with global/pilot, regional office and national teams, develop and oversee wide distribution of the project findings and knowledge-related publications, inclusive of selected case studies, good practices and lessons learned;
  • Document, and analyze lessons learned that might be useful for the UN system’s global policy dialogue on migration and development and UN Women in particular for global institutional learning;
  • Advise UNCT and UN Women CO on mainstreaming gender into migration and UN work in Moldova, and Government on including gender dimension into mainstreaming of migration into development process;
  • Ensure timely and proper documentation of the programme implementation process and products produced in accordance with the UN Women guides.
  • Document and maintain of project filing system in hard and electronic formats, including notes, reports, agendas, info briefs, statistics reports, and other;
  • Facilitate professional growth through active learning.

Building synergies and development of partnerships and networks:

  • In close collaboration with global/pilot and national teams strengthen partnership/co-operation/ consultation/ coordination with, where appropriate, global and regional intergovernmental and interagency processes, initiatives and bodies such as the Global Forum for Migration and Development (GFMD) and the Global Migration Group (GMG), national and local state actors, national civil society actors, especially, women's organizations, UN agencies, donors, academia, private sector and private foundations for more effective and coordinated programme implementation;
  • Ensure effective partnership, networking and coordination between other ongoing UN Women programmes, projects and activities in the country for a more holistic and coherent approach to programme implementation.

Impact of results: 

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in the assigned sectorial/thematic area of migration and women migrant workers’ rights, which impact in turn on the overall effectiveness of the UN Women programmes on the global and national levels. By helping ensure effective design, planning, implementation, and M&E of assigned sectorial/thematic area, and building networks and helping mobilize resources for these areas, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes with strong impact on women migrants rights’ and mainstreaming of gender into migration and development.

Required Skills and Experience

Education:

  • Advanced degree in public administration, law, policy analysis, public relations, human rights, gender- and development studies and/or other social science related areas relevant for the assignment.

Experience:

  • Minimum five years of progressively responsible development assistance project experience is required at the national level, including in a position relevant to this post;
  • Experience with and demonstrated knowledge in women’s rights, gender and migration;
  • Proven records of working/collaborating with government, including human rights oversight institutions, in assisting/supporting drafting policy recommendations/ policy reports, coordinating activities, implementing strategies and models in the area of migration and/or gender equality is essential;
  • Demonstrated knowledge of strategic international human rights mechanisms;
  • Proven experience in working with international organizations (successful experience in working with UN agencies is an asset);
  • Experience in the usage of computers and office software packages.

Language Requirements: 

  • Fluency in oral and written English and Romanian is required;
  • Good working knowledge of Russian;
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
