Background

The incumbent is expected to provide support to the work of the Programme Unit in the UNDP Brussels Office by servicing UNDP Country Offices and other UNDP business units during formulation, implementation and closure of EU funded projects in view of ensuring compliance with the EU-UN contractual framework.

The incumbent will accomplish the tasks which are specified below. Regular though not permanent presence in UNDP’s premises is required. The incumbent must be self-motivated, with the capacity to take initiatives and be results and solutions oriented. He/she must have a good sense of self-organisation and flexibility. With excellent communications skills, s/he should be able to work effectively under pressure and meet tight deadlines.

The incumbent will perform his/her duties under the direct supervision of the Deputy Director, UNDP Brussels Office.

Duties and Responsibilities

  • Provide technical and substantive assistance during formulation of EU-funded programme/project proposals, including their revisions vis-à-vis provisions of the EU-UN contractual framework;
  • Provide contractual advice services related to preparation of EU-UNDP contracts and amendment requests;
  • Contribute to the early warning and problem solving functions of the office with respect to contractual provisions;
  • Review project substantive and financial reports to ensure timely and quality reporting in compliance with the EU contractual requirements;
  • Coordination and follow up of the EU verification missions, including alerting offices on forthcoming missions, providing guidance on procedural matters, responding to findings and subsequent follow-up;
  • Serve as focal point for ECHO-funded initiatives and developing office capacities in operating the APPEL tool for communication with DG ECHO;
  • Support resource mobilization initiatives through identification of EU-funded opportunities/call for proposals by scanning relevant EU websites, information gathering and dissemination;
  • Facilitate collection and sharing of lessons learnt/best practices capitalizing the successful partnership between the EU and UNDP;
  • Ensure compilation of information as required under the frame of EU-UNDP contribution agreements, such as information on beneficiaries of procurement and grant awards in the context of EU-funded projects;
  • Ensure maintenance of the EU-UNDP project database, preparation of statistics/analyses on the evolution of the EU-UNDP portfolio and preparation of internal quarterly reports  on contribution agreements signed between EU and UNDP;
  • Prepare office’s publication materials such as data for presentations and briefings, drafting of official correspondence;
  • Respond to ad-hoc requests for additional support in the above-indicates areas.

Competencies

Functional Competencies:

  • Good knowledge and experience of UN/UNDP working environment and organisational set-up;
  • Sound knowledge of the EU, its institutions and working modalities;
  • Proven administrative and organisational skills within an office;
  • Ability to work under pressure and meet strict deadlines;
  • Excellent writing, communication and IT skills.

Required Skills and Experience

Education:

  • University degree is a prerequisite preferably in Public Administration, Political Sciences or similar field.

Experience:

  • At least 3 years of relevant programme experience required in an international environment.

Language:

  • Fluency in written and spoken English and French;
  • Knowledge of other languages is an asset.
