Background

The United Nations Development Programme (UNDP) has been working in Europe and the Commonwealth of Independent States (ECIS) since 1992, and serves over 30 countries and territories in Central and Eastern Europe, the Caucasus and Central Asia, connecting countries to knowledge, experience and resources to help people build better lives.

The UNDP  Istanbul Regional Hub (UNDP IRH) provides advisory support and knowledge management services to UNDP Country Offices and its partners in the ECIS region in the areas of Sustainable Development (including Poverty and Inequality; Green Economy and Employment; Extractive Industries), Governance and Peacebuilding (including HIV, Health and Development; Institutional Strengthening and Capacity Development; Anti-Corruption and E-Governance; Local Governance and Decentralization; Human Rights and Rule of Law), Gender Equality, Knowledge and Innovation, and Energy, Climate Change and Disaster Resilience . In addition, the Centre supports the programme development of these offices at the national level.

Under the guidance and direct supervision of the ICT Specialist, the WEB developer maintains and enhances Istanbul Regional Hub web resources, develops new online applications and manages security of online resources in line with UNDP standards and industry best practices. The WEB Developer is also responsible for review of and advice on the use of new technologies that will enhance the efficiency and productivity. The WEB Developer promotes a client-oriented approach.

The WEB Developer is an integral part of the IT Unit team and as such assists internal clients with resolving issues related UNDP online resources, offers new solutions.

Location: Home based with 1 foreseen mission to Istanbul, Turkey (4-5 days)

Duties and Responsibilities

The Web Developer is responsible for providing effective and efficient web services especially related to the development and deployment of online applications. Summary of key functions:

  • Development and management of Regional Center online tools;
  • Knowledge management support;
  • Technology support;
  • Policies, standards and procedures compliance support.

Revise and develop online tools of the Regional Centre, focusing on achievement of the following results:

  • Develop online applications as solutions to business problems (demand-based) that address the needs of sharing experience and expertise;
  • Maintain and further develop existing UNDP IRH online presences including intra-, extra- and internet parts;
  • Develop new or revise existing web-based tools/systems as requested by the different teams;
  • Manage software development projects for new tools/systems and  updates of old tools/systems including needs assessment, project management, assuring compatibility with the existing platform, standards, guidelines and procedures for the UNDP IRH technology environment;
  • Interpret user requirements and translate these into systems specifications;
  • Ensure data security and consistency of online applications;
  • Ensure technical documentation for tools is in place.

Provide knowledge management support, focusing on the following:

  • Working closely with the Programme Support Team and ICT team responsible for the initiation and formulation of ICT-related aspects of Knowledge Management platforms, programmes, policies, strategies, tools and/or materials.

Provide technology support for online resources, focusing on the achievement of the following results:

  • Monitor new technological developments and suggest innovation to the website and Intranet to ensure that the UNDP IRH systems use the most adequate and up-to-date technology in information management and delivery, including web-based tools, distance learning, multi-media applications, workflow and cooperative knowledge management tools, etc.

Ensure compliance of RSCI online resources with policies, standards and procedures, focusing on the achievement of the following results:

  • Ensure that the technology and procedures used by UNDP IRH online resources meet industry best practices.

Deliverables/Outputs

The IC is expected to deliver monthly progress reports with time sheets indicating the fulfilment/progress of requested tasks/activities. Payments will be made on monthly basis, only upon confirmation of UNDP on deliveries in a satisfactory manner. In order to fulfill required tasks, the IC will have 4 months upon contract signature. Estimated number of days to be invested by the consultant is up to 90 working days until the end of the assignment.

Required Skills and Experience

Education:

  • At least secondary education;
  • Relevant degree/certification in the area of Information Technologies is preferable.

Experience:

  • Minimum two years of relevant experience, preferably as Web developer/master is required;
  • Practical experience with development of the web-based systems using Microsoft SharePoint, PHP, ColdFusion and/or SQL and record of accomplished projects;
  • Experience in web server management.

Language:

  • Fluency in English is required.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.

Only those candidates who obtained at least 70% of points in each step of the process technical (P11 desk reviews and interviews) will be considered for financial proposal evaluation.

Technical Criteria
70% of total evaluation – max. 70 points:

  • Criteria A – Similar projects accomplished in the past – with experience in using Microsoft SharePoint, PHP, ColdFusion and/or SQL (maximum 20 points);
  • Criteria B – Specific  experience with programming in ColdFusion (maximum 20 points);
  • Criteria C – Previous web server management (maximum 10 points);
  • Criteria D – Interviews: Communication Skills (maximum 10 points);
  • Criteria E – Interviews: Client Orientation (maximum 10 points).

Financial Criteria
30% of total evaluation (maximum 30 points)

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. travel, fee, health insurance, vaccination and any other relevant expenses related to the performance of services...).

All envisaged travel costs must be included in the financial proposal. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Please take these explanations into account during submission of price proposal:

  • You are asked to propose your professional daily fee rate and cost of one round trip to Istanbul (including tickets, lodging - 4 night stay- and terminal expenses). The daily fee will be multiplied by the number of working/days indicated in the Terms of Reference and the travel cost will be added to this amount to establish the total contract amount. The trip to Istanbul is expected to be at the start of assignment period;
  • The fee rate should be indicated in USD;
  • UNDP will not make any clarification beyond General Terms and Conditions for the Services of Individual Contractors on costs related to tax, social security premium, pension, visa etc. It is the applicants’ responsibility to make necessary inquiries on these matters;
  • The payments to be made will be calculated on the actual number of working days to be invested and reported (through monthly timesheets) by the consultant for fulfillment/delivery of corresponding activities/deliverables and upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
