Background

Governments all over the world have adopted a series of legal and policy frameworks to meet commitments towards gender equality and women’s empowerment. These include national action plans for gender equality or gender related objectives in national development strategies, sectoral plans and legislation.

The Governance & National  Planning (GNP) team supports efforts to ensure that countries adopt gender responsive governance frameworks by engaging a broad range of partners including national and local governmental actors, donors, academia and the CSOs. The team supports work across all aspects of governance to bridge disconnects between national development strategies and gender equality plans. The GNP team also supports efforts for transparent and adequate public financing for gender equality, including through the adoption of gender-responsive budgets.

UN Women seeks to recruit a consultant for a period of six months to support the Governance and National Planning team in its programme activities related to financing for gender equality at the national and local levels.

Duties and Responsibilities

Under the supervision of the Policy Advisor, Governance and National Planning, the consultant will support programme activities and policy advocacy on financing for gender equality

Summary of key functions:

  • Support the documentation of the programme results and best practices;
  • Support the design and implementation of programme evaluation;
  • Support the design of research on gender responsive local governance.

Description of duties:

Programme support:

  • Support technical backstopping to country offices;
  • Support documentation of programme results  and organize end-of-programme workshop to capture results and lessons learned;
  • Support activities for programme operational and financial closure.

Final Evaluation:

  • Under the supervision of the Policy Advisor, support coordination of programme evaluation;
  • Liaise with programme countries  to coordinate site visits and data collection;
  • Support the evaluation team to review and provide feedback on draft evaluation reports.

Gender Responsive Local Governance Programme:

  • Support the design of research on gender responsive local governance including input to technical guidance for country offices.

Required Skills and Experience

Education:

  • Advanced university degree in Social Sciences, Economics, Political Science, Gender/Women’s Studies.

Experience:

  • A minimum of 5 years of relevant experience in development work and particularly on issues of women’s empowerment and gender equality, with a particular focus on programme management/coordination, monitoring and evaluation and programme development;
  • Substantive knowledge and experience in management of rights based programmes;
  •  A proven track record in monitoring results-based and rights-based national, sub-regional and regional programming is required, including in-depth knowledge of results-based management approaches.
  • At least 3 years of experience in gender equality and aid effectiveness and/or financing for gender equality also required.
  • Experience in financial tracking and management an asset.
  • Proven advocacy, analytical and writing skills.

Language:

  • Fluency in English is required;
  • A working knowledge in Spanish and/or French is an asset.
