Background

  • The Chief Technical Advisor (CTA) is responsible for the overall planning, management and implementation of the LEAP project and the achievement of its results. The CTA will be working directly with project partners, including the Ministry of Interior and Municipalities, which has the primary responsibility for elections in Lebanon. She/he sets strategic directions for electoral assistance, provides expertise and technical assistance, manages the project’s day-to-day activities and ensures proper management of financial and human resources;
  • Main responsibilities include providing expert technical advice on elections and capacity building and  ensuring overall responsibility for project management and implementation;
  • The CTA works under the supervision of the UNDP Resident Representative/Deputy SRSG and in close coordination with the UNDP Country Director and the Governance Programme Manager. He/she heads the project and provides leadership to the project’s team.

Duties and Responsibilities

Provide expert technical advice on elections and capacity building:

  • Advice to election management bodies on institutional and capacity building efforts, particularly on issues related to operational planning, technological innovations, external relations and methods for professional development and training;
  • Advice to stakeholders on electoral best practices, especially in relation to processes for achieving electoral reform, as well as election dispute resolution, measures for ensuring transparency, inclusion and knowledge-transfer, and measures to advance the participation of women in elections;
  • Analyze the electoral situation and trends in Lebanon, and identify areas for relevant UNDP/UN engagement within the framework of the LEAP project, including production of briefing papers, risk analysis, presentations and reports;
  • Engage with other agencies and organizations engaged on elections assistance in Lebanon, and lead coordination efforts and information sharing.

Ensure overall responsibility for project management and implementation:

  • Communication and visibility strategy;
  • Facilitate and participate in regular meetings with the Project Board, submit progress reports to the Board, and advise the Board members on policy issues relating to project implementation;
  • Ensure regular and effective monitoring, reporting and evaluation of the project’s performance, using benchmarks established by the project’s work plans;
  • Lead the LEAP team (advisers, staff and consultants); prepare relevant terms of reference; supervise the team in the performance of those duties; facilitate relevant knowledge-transfer, information sharing and capacity development within the LEAP team;
  • Advise the UNDP Country Office on the development of resource mobilization strategies;
  • Represent UNDP in all elections related activities; participate in all regular meetings of the international and donor community on elections.

Elections:

  • Knowledge of elections planning, management and operation within an electoral cycle;

Required Skills and Experience

Education:

  • Graduate Degree (Masters or equivalent) in political science, law, social science, international development, public administration or related topic.

Experience:

  • A minimum of ten years of specialized experience in increasingly responsible positions in the international context including on democratic governance, specifically on electoral activities and preferably on technical advice and assistance engagements;
  • Experience with the Lebanese context or the Arab region is a plus.

Language:

  • Fluency in written and spoken English is required;
  • Arabic or French proficiency is an advantage.
