Context of the REDD+ initiative:

Indonesia is the third largest emitter of carbon dioxide (CO2) and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes to an estimated 87 percent of Indonesia’s annual emissions. In response to this situation, in 2009, President Susilo Bambang Yudhoyono, made a voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020.

According to the Second National Communication from Indonesia to the UNFCCC, Indonesia is expected to emit around 2.9 million metric tons (gigatons) by 2020 under the business-as-usual scenario. A commitment to reduce that amount by 26 percent would mean a reduction of 0.8 gigatons, while 41 percent would amount to a reduction of 1.2 gigatons. A reduction from an expected 2.9 to 1.7 gigatons by 2020 is a challenging commitment for a country aiming to maintain its 7 percent annual growth rate. Nevertheless, this commitment has been translated into a comprehensive National Action Plan known as RAN-GRK (PP 61/2011).

On top of this National Action Plan, President Susilo Bambang Yudhoyono issue Presidential Decree No. 10 in 2011, a moratorium on the award of new licenses in primary natural forests and peat lands, announced in May 2011. This is an important step for improving management of forest resources by “pausing” business-as-usual and allowing time to implement reforms. The moratorium continued in 2013 by issuing Presidential Decree No. 6. REDD+ National Agency together with President’s Delivery Unit is obliged to monitor and report to the President of Republic Indonesia on the its progress. A set of action plans of this regulation was formed and agreed by each corresponding ministries. The program in its Presidential Decree No. 6 year 2013 consists of:

  • Moratorium on new licenses in primary natural forests and peat lands
  • Updating the Indicative Map of New Licenses Moratorium
  • Consummation of Forest Management and Peat Lands Regulation
  • Consummation of Management Regulation for Emission Reduction

Each action plans set a measureable targeted every three months and ended in May 2015. Generally aimed to provide basic foundation for emission-reduction target for the forestry and peat-land sectors associated with economic development and porverty reduction.

Context of this ToR:

It is in this context that REDD+ Agency is seeking Specialist on Monitoring and Evaluation of Presidential Decree No. 6 year 2013 about Forest Moratorium.

Objectives of Assignment:

Deliver report of action plans accomplishment of Presidential Decree No. 6 year 2013 and provide further recommendation needed regarding the continuity of this moratorium of new licenses in primary natural forests and peat lands.

Duties and Responsibilities

Scope of work:

  • Monitor the output achievement as targeted in the Presidential Decree No. 6/2013 actions plans;
  • Provide recommendation, facilitation, coordination needed in order to achieve the target in action plans with responsible ministries and agencies;
  • Debottleneck problems occur during the process in achieving the targets with responsible ministries and related agencies.

Travel

The consultant is expected to conduct travels to the following areas:

Central Kalimantan for 5 days, North Kalimantan for 5 days, and Riau for 5 days.

Expected Results 

  • Evaluation report of Presidential Decree No.6 year 2013 period February 2015-May 2015;
  • Monthly report on contributions made in facilitating and coordinating responsible agencies in achieving the target in the action plans;
  • Report on recommendations of the moratorium of new licenses in primary natural forests and peat lands’ continuity.

Deliverables

  • February’s report on contributions made in facilitating and coordinating responsible agencies in achieving the target in the action plans;
  • March’s report on contributions made in facilitating and coordinating responsible agencies in achieving the target in the action plans;
  • April’s report on contributions made in facilitating and coordinating responsible agencies in achieving the target in the action plans;
  • Evaluation report of Presidential Decree No. 6 year 2013 period February 2015-May 2015 including recommendations of the continuity of new licenses in primary natural forests and peat lands moratorium.

Required Skills and Experience

Academic Qualifications:

  • Master’s degree in business administration, forestry, environmental, or regional planning with at least 4 years’ experience in related fields.

Experiences:

  • Experience in monitoring and reporting mechanism as applied in Indonesian government system;
  • Experience in strategic planning based on logical framework to a wide range of different social groups;
  • Strong network and vast knowledge of Indonesian government officials;
  • Experience in producing (bilingual) written material on a broad-range of REDD subjects, targeting a wide-range of stakeholders;
  • Ability to understand the differences and similarities of a wide range of social groups;
  • Experience in preparing policies, processes and material for stakeholders.

Language:

  • Fluent in English.

Other Requirements:

  •  In addition to the scope and output stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks should not impede on the incumbent’s ability to meet contractual obligations/deliverables.
  •  All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of the REDD+ Taskforce and are required to be submitted to WG Coordinator for archiving.
  •  This assignment will require extensive communications with stakeholders from different locations and in different circumstances and, with this in mind, it may be necessary to accommodate some irregular working hours.
