Background

The UNDP Independent Evaluation Office (IEO) is conducting an evaluation to determine the results and impacts of the UNDP global mine action programme.  The evaluation is designed to address both accountability and learning aspects. It will:

  • Gather evidence of results and impact of UNDP support at various levels of analysis;
  • Identify lessons and promote learning, feedback and knowledge sharing; and
  • Provide conclusions and recommendations that are relevant to UNDP’s conflict prevention and recovery programming in the future.

As a component of this evaluation, the IEO is seeking a senior mine action consultant to take a lead role in carrying out the evaluation.  The consultancy will commence in early January 2015, and will conclude in June, 2015. The consultant will work in close coordination with an Evaluation Manager, from the UNDP Independent Evaluation Office.

Duties and Responsibilities

As set out in the Terms of Reference for the assignment, (linked to this announcement), the consultant will play a significant role in helping to finalise the evaluation approach and then carrying out the evaluation work plan, with specific responsibility for managing the evaluation field studies. The consultant will contribute to the synthesis of evaluation data and evaluation report drafting.

The assignment will involve travel to three case study countries and two trips to the UNDP headquarters in New York.  Specific dates and locations will be developed jointly with the Evaluation Manager, and set out in an Inception Report.  Approx. 40% of the contract duration should be spent in the field, with the rest home-based.  

Competencies

General:

  • Understanding of and ability to work in cross-cultural environments, with local counterparts and interpreters;
  • Recognition of normative and ethical issues when evaluating for the UN in post-conflict settings;
  • Excellent written and verbal communication skills;
  • Ability to work under pressure and meet deadlines; and

Understanding of and ability to take a systematic approach to analysing qualitative data

Demonstrated Specialist skills:

  • Understanding of the relevant mine action international legal frameworks and treaties;
  • Understanding of the work of the UN in mine action;
  • Competencies in analysing mine action programmes and evaluating the outcomes and impacts of demining;
  • Competencies in participatory, community-based impact evaluation approaches; and

Competencies in reviewing and assessing organisational and institutional capacity building in post-conflict and donor assisted countries.

Required Skills and Experience

Education:

  • A Master’s degree in social science or related field.

Experience:

  • At least 15 years of international development experience; and
  • Previous experience managing evaluations of UN mine action programmes.

Language:

  • Fluency in English;
  • Working knowledge of other UN languages will be an advantage.
