Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Programme Division sets the standards, assures the quality of program design, and provides guidance to country level program work of UN Women, as well as supports the coordination role of UN Women at regional and country level. It supports the effective use of results based management and reporting across the organization. It also manages global Trust funds, and Global Programs, and it provides technical capacity to countries on request, including a humanitarian response capacity.

Under the direct supervision of Chief, PPGU, the Programme Specialist is responsible for supporting strategic planning, improving results based management monitoring and reporting on the Strategic Plan (SP), and promoting corporate learning from reporting.  He/She manages UN Women’s results management system, supporting its development and use across the organization.  He/She also systematically captures Strategic Plan data, allowing UN Women to monitor cumulative progress and achievement of results and targets as outlined in the Strategic Plan results frameworks.

Duties and Responsibilities

Summary of key functions:

  • Manage and support  corporate tracking of results;
  • Analyze key results and provide technical support to strategic planning processes;
  • Actively contribute to capacity building to ensure RBM in key institutional processes;
  • Contribute to knowledge management.

Develop and manage the corporate results management system:

  • Manage and lead the further development of the UN Women results management system;
  • Provide technical guidance and  support use of the results management system across the organization;
  • Co-ordinate and manage activities related to monitoring and reporting of the Strategic Plan results;
  • Liaise with system developers, internal IT experts, and users on the results management system.

Analyze key results and technical support to strategic planning processes:

  • Undertake and develop analyses of Strategic Plan results data in programmatic areas, drawing on information from monitoring systems and other sources;
  • Based on information reported in the annual reports submitted by UN Women Regional Offices (RO), Multi-Countries (MCO) and Country Offices (CO), and other UN Women units, analyze and provide feedback to the UN Women Management on key trends and patterns that will highlight achievements as well as improve performance;
  • Support the management of corporate monitoring activities: organizing corporate monitoring activities that may be required to look at specific initiatives in support of SP implementation including looking at the programme work through UN Women support and presence on the ground and tracking of financial information linked to results etc.

Contribute to Capacity Building to ensure RBM in key institutional Processes:

  • Provide technical support to UN Women offices (field and HQs) in fulfilling monitoring and reporting requirements, including the provision of necessary training and other forms of support as required;
  • Contribute to the design and implementation of capacity building training activities with RO, MCOs/COs to enhance skills and knowledge in Results Based Management, Results based budgeting and systematic quality assurance;
  • Strengthen the monitoring function, e.g., in developing and establishing clear corporate policies and tools and identifying the systems to put in place for effective monitoring;
  • Provide technical support to corporate annual reporting and review processes including the dissemination of feedback and lessons drawn from said processes to inform better programming.

Contribute to Knowledge Management: 

  • Contribute to corporate knowledge management by disseminating feedback and lessons drawn from various annual reporting processes;
  • Work with UN Women Units to identity and share best program and management practices;
  •  Contribute to the development and maintenance of global and regional program knowledge networks and practices, and development of knowledge products.

Impact of Results:

The key results impact on the effectiveness of the Programme Division to lead, manage, monitor and oversee UN Women’s programs while ensuring that it has the systems and capacity to move forward in implementing the organization’s Strategic Plan.

Required Skills and Experience

Education:

  • Advanced university degree in development related disciplines, economics or public policy or other social science fields.

Experience:

  • Over 5 years of relevant experience in international development with strong analytical and monitoring skills;
  • Strong experience working with web-based results tracking systems, and knowledge and experience in results based management.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of the other UN working knowledge is desirable.
