Background

Since the end of 2005 the UNDP Istanbul Regional Hub (IRH) is implementing anti corruption regional projects addressing the principal constraints for the development of well functioning anti-corruption institutions in the region. The projects aim at delivering tangible and effective technical assistance to anti corruption institutional arrangements and UNDP country offices for the development of anti corruption activities. The UNDP IRH has promoted the introduction of innovative approaches to fight corruption whereas the strategic approach is built around the necessity of involving a great number of stakeholders and increasing the participation of all in the society in the anti corruption efforts.

Based on its experience of several years working with anti-corruption agencies and on analysis of current global and regional trends, UNDP has identified a number of key areas for capacity development to leverage genuine improvements in public accountability, transparency and integrity, including: capacity development support to national integrity institutions; corruption assessments and integrity strengthening in public service delivery and in local governments; support to the UNCAC review process through a transparent, participatory and comprehensive approach; advocacy, networking and knowledge facilitation.

To implement a holistic approach in tackling corruption, the project activities are designed in four major service lines: 

  • Capacity Development for Anti Corruption Agencies and other integrity institutions;
  • Support to UNCAC implementation reviews;
  • Promoting Transparency and Accountability in Public services;
  • Support to the Open government Partnership and innovation for anti corruption;
  • Sectoral anti-corruption projects.

In the framework of the New UNDP Strategic Plan 2014-2017, the Regional Anti corruption project enters a new phase. This includes work to improve governance standards, regulation systems, national frameworks on public administration and anti-corruption. Support is provided to the countries from the Eastern Europe and Central Asia to enhance the government and external oversight mechanisms in order to increase transparency, accountability and enforcement of anti-corruption measures, including the role of civil society.
The Strategic Plan also envisages the promotion of cross-sectoral work in the view of effective policy-making and reform including for ethical frameworks, standards, legislative and regulatory frameworks and incentives for the reduction of corruption across sector including - but not restricted to - mining sector and environmental related services. In Europe and the CIS, a number of initiatives, such as the Poverty and Environment program, present opportunities and entry point for joint work on corruption and the environment. In 2015, the Istanbul Regional Hub will work on identifying those entry points and opportunities for meaningful anti-corruption work in the extractive and natural resource management sector.

In this context, the UNDP IRH, will contract a consultant within the project “Supporting voice for citizens, development, the rule of law and accountability in governance systems in Europe and the CIS”, Outcome 2 “Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance”, to support the sub-practice with carrying out the regional assessment and overall implementation of the project’s activities. The consultant will also be in charge of scoping the opportunities for cross-sectoral work linking anti-corruption and the environment, notably in partnership with the Poverty and Environment Initiative.

Duties and Responsibilities

The Consultant will perform tasks for the UNDP IRH, under the overall guidance and direct supervision of the Anti Corruption Specialist. The

Consultant’s main tasks will be the following:

  • Support the implementation and evaluation of the Global Anti-Corruption Initiative sector work in the ECIS region; 
  • Support the development and implementation of anti-corruption projects and contextual analysis in the anti-corruption agencies and institutional strengthening area;
  • Produce a concept note on potential initiatives linking anti-corruption to environmental resources management/exploitation taking into the strategic orientation of the UNDP Regional Hub;
  • Produce an operational mapping of the donor and leading actors in the field of anti-corruption and the environment at the regional level and in 2 countries of the ECIS region;
  • Produce communication products on an ad hoc basis - 1 article/month minimum;
  • Produce the mid-term and annual reports of the regional anti corruption initiatives.

Deliverables and timeframe:

  • Call for proposal for UNDP offices in the region for anti corruption initiatives produced and sent to the offices  (by the end of January);
  • Sub-regional conference for anti-corruption agencies organized in Western Balkans - one report produced (at least 10 pages) (by end of February);
  • Produce desk-base report on corruption and the poverty - environment initiative identifying entry points for mainstreaming transparency and accountability tool in sustainable development programmes (at least 10 pages) (by end of March);
  • Communication material regarding the regional anti corruption project drafted and diffused, including a brochure and a compilation of experiences from the region in implementing anti corruption activities from a practical perspective (by end of April);
  • Scoping work for mainstreaming anti corruption in the poverty and environment initiative conducted in the region- one country visited and a report produced (at least 10 pages) (by end of May);
  • Donor and partners operational mapping of the environment and corruption sector in the region, one report produced (at least 10 Pages) (by end of June);
  • Scoping work for mainstreaming anti corruption in the poverty and environment initiative conducted in the region; a second country visited and a report produced (at least 10 pages) (by end of July);
  • Evaluate the GAIN sector work annual reports and produce the GAIN regional mid-term report  - 5 reports evaluated and 1 report produced (at least 10 pages) (by end of August);
  • A draft concept note on environment and corruption in the ECIS region, in line with GAIN and Poverty and Environment Initiative - draft produced (at least 10 pages) (by end of September);
  • Desk review of UNDP initiatives in the region in support to the implementation of Chapter 2 of the UNCAC report produced (at least 10 pages) (End of October); 
  • Support the organization of the Anti Corruption Meeting of Practitioners in the Russian Federation – UNDP roundtables organized and report produced (at least 10 pages) (by end of November);
  • Evaluate the GAIN sector work annual reports and produce the regional report; evaluate the seed-funded projects - 8 (5+3) reports evaluated, 1 report drafted (at least 10 pages) (by end of December).

Payment schedule: 

  • Deliverable 1 to 11: 8% of lump sum;
  • Deliverable 12: 12% of the lump sum.

Required Skills and Experience

Education: 

  • Master’s Degree in a development related field; e.g., development studies, public administration, public policy and management, international affairs, political science, law, economics or sociology or other related discipline is a requirement.

Experience: 

  • At least 3 years of relevant experience working on governance related issues in public administrations, international organizations, or think tank / research institute;
  • Knowledge/experience in the area of Anti Corruption or Public Administration Reform, especially the anti-corruption activities of the UNDP, would be an asset;
  • Knowledge/experience in natural resource management, environmental projects funding mechanisms or related fields desirable;
  • Previous experience in project or programme strategy planning, operational mapping of actors and situation analysis or comparative research in the governance area, especially in the field of environmental governance or anti-corruption, required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

Language:

  • Fluency in oral and written English is required.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation.

Only those individual consultants who obtained at least 70% of points in each of the steps of the process (P11 desk review) will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Educational background, max 5 points;
  • Relevant work experience on governance related issues in public administrations, international organizations, or think tank / research institute max 10 points;
  • Track records of strategic planning and/or successfully implemented initiatives in the governance area, especially in the field of environmental governance and/or anti-corruption, max 10 points;
  • Proven research, analytical, communication and language skills in relevant fields, max 10 points.

Financial Criteria - 30% of total evaluation – max. 15 points
