Background

UNDP’s Istanbul Regional Hub (IRH) is an advisory hub for the Europe and CIS region tasked with the responsibility to provide policy and programmatic support to UNDP´s development activities in the region. Throughout UNDP´s focus areas, it works towards increasing the impact of UNDP´s activities in the region by assisting Country Offices in development of country-level initiatives through advisory services and technical support and by implementing regional-level projects in partnership with a wide range of partners supported to a global network of expertise. Under the leadership of the Hub Manager, the IRH employs a multi-disciplinary team of specialists and advisors, project managers, operations and programme support staff.

Consultant for Support of Human Resources (HR) Unit will work under the supervision of HR Manager and in cooperation with other unit members.

Duties and Responsibilities

  • Provide advisory services to hiring units and management related to proper implementation of UNDP rules for recruitment of Individual Consultants (ICs);
  • Support of implementation of  processes  related to recruitment and administration of individual contracts (IC) and their full compliance with UN rules, regulations, UNDP policies, procedures and strategies;
  • Support of establishment  and maintenance of vetted experts rosters, provision of advisory services related to roster establishment procedures;
  • Review and recommendations to procedures, methods, tools and associated systems related to recruitment of ICs to ensure transparency and competitiveness of recruitment processes;
  • Carry out training related to IC procedures for newcomers;
  • Regular updates of online HR information webpages;
  • Other tasks of similar nature upon request.

Payments will be made once a month upon submitted satisfactory progress report against deliverables and approved timesheets providing details of time spent on respective deliverables, their timely execution and acceptance by the Supervisor. In case of UNDP requested travel, UNDP will cover the cost of travel separately.

Required Skills and Experience

Academic Qualifications/Education:

  • Master degree in international relations, human resources or public administration.

Experience:

  • At least 5 years of experience in administration and human resources is required;
  • Experience in international project/programme management is an asset (Criteria A);
  • Experience with international organizations, UN organizations is highly desirable (Criteria B);
  • Proficient experience with UNDP rules and regulations related to recruitment and administration of individual contracts is an asset (Criteria C);
  • Experience in the usage of computers and office software packages (MS Outlook, Word, Excel, etc.) experience in handling of web-based management systems is an asset  (Criteria D).

Language skills:

  • Fluent written and spoken English is required.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A – max points: 6;
  • Criteria B – max points: 6;
  • Criteria C – max points: 17;
  • Criteria D – max points: 6.

Financial Criteria - 30% of total evaluation – max. 15 points

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...) with exception of travel expenses related to missions. Travel costs will be paid separately as per UNDP rules and regulations. 

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
