Background

The new Country Programme (2013-2015) of UNDP in Myanmar comprises of 3 pillars, namely: Pillar 1 – Local Governance; Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and Pillar 3 – Democratic Governance and Development Effectiveness. There are 5 outputs envisaged under the Pillar 1 (Local Governance) namely: output 1 – strengthened institutional capacity of local government; output 2&3 – strengthened institutional capacity of civil society organizations and local media institutions; output 4 – strengthened institutional capacity of micro-finance service-providers; and output 5 – improved livelihoods and social cohesion.

The overall objective of Output 5 under Pillar 1 is to support livelihood recovery and development activities and opportunities for social cohesion and peace building, at national, regional and local levels. As a part of the assistance package on livelihoods and social cohesion at the village level, a large number of livelihood and social infrastructure are being constructed and/or rehabilitated across 7 ceasefire and high-poverty areas in Rakhine, Kachin, Kayah, Kayin, Shan, Chin and Mon States. In May 2014, the Government facilitated the resettlement of 113 households (484 individuals) from 7 camps in Myitkyina and Waingmaw to the Pa La Na relocation site in Ngway Pyaw village, Myitkyina. In an effort to sustain durable solutions, humanitarian and development actors based in Kachin State have agreed to coordinate and support efforts to sustain durable solutions for resettled families in Pa La Na. Part of this support includes social and economic recovery and reintegration of resettled families within Pa La Na resettlement site in Nway Pyaw village. Accordingly, and responding to an assessed need and request from government at the local level, UNDP has agreed to facilitate the construction of PaLaNa road and support some  income-generation and social cohesion strengthening activities in this village.

Though the entire construction work of the road will be sub-contracted to a contractor selected on competitive basis (in progress), the overall monitoring and supervision will be done by UNDP through the Area Office based in Myitkyina and Pillar 1 Output 5 team from Yangon, to ensure the construction work is done as per the agreed contract and also to ensure the quality of construction work.

Therefore, UNDP wishes to recruit a Civil Engineer (on Individual Contract modality) who will be based in Area Office in Myitkyina and be responsible for providing technical guidelines, monitoring and supervision especially of PaLaNa road and also other infrastructure activities in Kachin, if any, on behalf of UNDP and provide reports to the UNDP.

Duties and Responsibilities

Scope of Work

Under the overall supervision of Early Recovery Manager based in UNDP Area Office in Myitkyina (Kachin) and close consultation with the Management Specialist based in Output 5 (Pillar 1) in Yangon, the Civil Engineer will have to produce the following deliverables in the given time frame.

  • Supervision, Monitoring and Reporting of PaLaNa Road in Kachin;
  • Preparation of an Action Plan, including field visit Plan and quality control mechanism, to accomplish the entire construction work of PaLaNa Road;
  • Monitor the construction sites to ensure that the use of procedures, human resources, and materials/equipment are in line with the agreed quantity and quality as per the signed contract;
  • Ensure the construction works follow the quality based on national and international standards;
  • Ensure the construction works are moving as per the agreed time-line;
  • Investigate if any problems encountered at the construction site, discuss with the UNDP Team and suggest solutions and materialize the agreed course of actions;
  • On behalf of UNDP, provide necessary feedbacks and instructions to the Contractor on the entire construction works (quality, use of human resources and material and equipment);
  • Review the monthly and quarterly reports received from the Contractor and provide feedbacks on the report and provide recommendations to UNDP for processing payments;
  • Document lessons learned and provide feedback for any improvements needed;
  • Provide regular monitoring reports and monthly reports to the Early Recovery Manager based in Myitkyina, Kachin and Management Specialist in Yangon;
  • Carryout any other works related to infrastructure works in Kachin as suggested by the Early Recovery Manager based in Rakhine.

Deliverables

(4.5 months in Kachin)

  • An action plan for the completion of entire construction work of PaLaNa road developed;
  • The construction work of PaLaNa road in Myitkyina (Kachin) effectively monitored, quality ensured and process followed as per the agreed contract;
  • Progress and achievements of the deliverables by the Contractor verified and recommendation made for the payments;
  • At least four monthly Reports and a final report including the lessons learned and recommendations for further consideration produced as per the agreed template.

Required Skills and Experience

Education:

  • Bachelor of Engineering (Civil) or Associateship of Government Technolgy Institute (A.G.T.I)- (Civil).

Experience:     

  • Minimum of five years for B.E (Civil) and seven years for A.G.TI (Civil) in civil engineering works and assignments;
  • Experience of work in rural areas on rural infrastructure preferably having experience on road construction;
  • Previous experience of working for or in collaboration with UN and other international development agencies;
  • Computer literacy skills.

Language:

  • Fluent in Myanmar and English languages.
