The United Nations Development Programme (UNDP) is the UN’s global development network. Established in 1965, UNDP is currently present in over 170 countries and is responsible for the coordination of the UN system. UNDP supports national processes to accelerate human development. It aims at the eradication of poverty through equitable and sustainable economic growth and capacity development. Ultimately, UNDP aims to achieve real improvements in people’s lives and the choices and opportunities open to them.

Since 1992, the United Nations Development Programme (UNDP) in Armenia, as a strategic partner to the government and other stakeholders, assists national efforts to improve the quality of life and the well-being of Armenian people. Fighting poverty and unemployment, supporting decentralization and ensuring equal access to basic social and economic services, and employment opportunities for vulnerable groups form the center of UNDP activities in Armenia.

The Senior Consultant will play a critical role in UNDP’s work in Armenia. Under the overall guidance of the Resident Representative / Resident Coordinator and direct supervision of the Deputy Resident Representative, he/she will drive the strategic direction and build partnerships for UNDP’s programme, particularly in the socio-economic field. Working with UNDP’s senior management, programme and innovations teams, he/she will provide top quality, cutting edge, policy advice and programme development, driving creative responses to emerging challenges and opportunities. He/she will be a lead advocate for UNDP’s mandate of human development.

The Senior Consultant will also work in close collaboration with Government officials, technical advisors and experts, multi-lateral and bi-lateral partners, the private sector and civil society. He/she will be plugged into UNDP’s global network of experts.

Duties and Responsibilities

Leads the strategic visioning and direction of UNDP’s programme in the socio-economic field:

  • Shapes a strategy for the socio-economic portfolio and drives implementation;
  • Leads the expansion of the socio-economic portfolio and identifies catalytic areas for UNDP work in the areas of socio-economic development/income generation; human development/poverty reduction; local development; employment generation;
  • Leads the scaling of UNDP Armenia’s work on regional development work including developing projects with new partners;
  • Reviews project implementation ensuring results are achieved and are sustainable, successes are communicated and lessons learned are built on;
  • Scales up development successes generated by UNDP’s existing projects and development ventures generated by Kolba Labs and mobilises partnerships around these;
  • Drives innovative approaches to development throughout the socio-economic portfolio including crowdsourcing, behavioral insights, big data, prototyping etc.

Leads in the development of strategic partnerships for the office:

  • Leads the development of a comprehensive new partnership strategy for the office;
  • Leads the development of new partnerships with the private sector and negotiates PPP for new projects in the areas of UNDP’s programme;
  • Mobilises new resources to support UNDP’s vision in sustainable economic development;
  • Leads in the expansion of UNDP partnership with Foundations and Diaspora community;

Ensures provision of top quality advisory services focusing on achievement of the following results:

  • Provides top quality advisory services for UNDP interventions on socio-economic development trends, poverty reduction and human development and develops policy options for UNDP interventions in collaboration with Government and other partners;
  • Drives the establishment of networks at national level and linked to international networks and leads implementation of relevant, high-impact advocacy campaigns with key partners;
  • Represents UNDP in donor coordination meetings on socio-economic issues e.g. private sector development, SME, trade facilitation etc.
  • Liaises closely with UNDP’s global and regional economic and trade advisors to ensure that UNDP Armenia is at the cutting edge of thinking on economic development, inequalities etc.

Drives Communications of UNDP’s work in the socio-economic field:

  • Acts as UNDP’s voice and provides analysis on global and local events in the press and on TV e.g. on inequalities, agricultural development, SMEs, social entrepreneurship;
  • Represents and speaks on behalf of UNDP Armenia at conferences and seminars, both within Armenia and internationally;
  • Briefs senior UN officials on the socio-economic situation in Armenia as relevant.

Expected output

 The Senior Consultant is expected to produce the following deliverables:

  • Detailed strategy for socio-economic portfolio (developed within 3 months) and implementation;
  • Expansion of socio-economic portfolio with new partnerships and resources mobilized;
  • New partnerships developed, including with the private sector and foundations;
  • UNDP’s work in socio-economic field more visible through workshops, debates, media etc;
  • Innovative approaches e.g. behavioural science mainstreamed in portfolio;
  • Policy Papers and/or Reports produced and discussed at fora in Yerevan.

Required Skills and Experience

Education:

  • Advanced University Degree in economics, business administration or related field.

Experience:

  • At least 10 years of relevant experience, in multi-cultural settings, at the national or international level in: high-level strategy development and implementation, business development, management of high profile development projects, high-level management advisory services, partnership building, and strategic communications.

Language Requirements:

  • Fluency in English. Knowledge of Russian is an asset.
