Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute to a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action and program implementation.

Pulse Lab Jakarta

Global Pulse has established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience.  Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.

Under the direct supervision of the Lab Manager and in close consultation with Senior Management comprising the UN Resident Representative and Global Pulse New York, the Programme Management Specialist is directly responsible for ensuring the effective and efficient day-to-day functioning of the Labin line with the project’s global strategic plan.

The Programme Management Specialist applies sound judgment in alerting Senior Management to issues requiring attention and advising on decisions that affect the day-to-day work of the Lab. On a daily basis, the Programme Management Specialist synthesizes and packages the considerable volume of information, demands, and issues confronting the office in a manner that allows him/her to stay on top of issues while focusing on the key day-to-day administrative and strategic priorities.

The Programme Management Specialist is responsible for the coordination of substantive advice optimizing the Lab’s interventions with external and internal partners, and individual staff.

The Programme Management Specialist works in close collaboration with technical teams, Global Pulse HQs, UN Heads of Agencies, UN Country Team, and Government officials to successfully deliver results.

Duties and Responsibilities

Summary of Key Functions:

  • Enhance efficient and effective functioning of the Lab;
  • Drive implementation of the project’s strategic plan;
  • Manage human resources for delivery of results agreed through work plans;
  • Management of financial and administration for efficient functioning of the office.

Enhance efficient and effective functioning of the Lab:

  • Facilitate the day-to-day functioning of the Lab;
  • Coordinate the distribution of responsibilities amongst team members and organize monitoring and tracking system of all services;
  • Ensure regular monitoring of project implementation and preparation of progress reports;
  • Review all drafts and/or assist in the drafting of correspondence for clearance and signature, including correspondence at Ministerial level, giving substantive input to senior management;
  • Provide substantive support to the Lab Manager in resource mobilization and related donor reporting;
  • Coordinate with technical teams for project field visits and missions, including identifying major meetings and preparation of briefing documentation.

Drive implementation of the project’s strategic plan:

  • Advise the Senior Management in creating a positive atmosphere for team-based work and be an advocate for the work of PLJ;
  • Support the Lab Manager in strategic positioning and external communication and coordinated flow of communication and data to and from the Resident Coordinator and nominated Government counterpart;
  • Ensure accurate and coordinated flow of communication to and from the Lab;
  • Ensure process and analytical support, including quantitative and qualitative analysis to support decision making at all levels of the project, including senior management;
  • Assist the office in its strategic positioning and oversee communication with key external stakeholders;
  • Prepare and/or coordinate preparation of substantive policy briefs, speeches and detailed presentations and other materials as needed for internal and external use;
  • Coordinate Pulse Lab Jakarta governance mechanisms (Steering, Technical and Advisory committees);
  • Interact as required with senior UN staff, development partners, government officials as well as other UN system colleagues and external partners to ensure that senior management is kept abreast of important developments affecting the office.
  • Co-lead work planning, target setting, M&E and reporting of the Lab’s participation in UNPDF Pillars with technical leads.
  • Oversees fundraising efforts and manages key relations with donors and partners

Manage human resources for delivery of results agreed through work plans:

  • Provide staff support and supervision, including implementation of the performance management system;
  • Ensure systems and processes are in place for reporting, accountability and transparency;
  • Promote clarity of roles and responsibilities between various project staff and the various project offices;
  • Be responsive to the needs of the project and government for quality and timely delivery of human resources, including technical advisors;
  • Ensure staff are provided with training and development opportunities and are well supported in the field;
  • Ensure that recruitment process conducted by government partners and Pulse Lab Jakarta adheres to UNDP recruitment rules and procedures;
  • Promote a dynamic and professional team environment that values cultural diversity.

Management of financial and administration for efficient functioning of the office:

  • Accountable for the budget and financial management of the programme including ensuring financial management is in keeping with UNDP rules and procedures;
  • In coordination with the implementing partner prepare the annual budget and ensure it reflects realistic targets;
  • Review and analyze use of resources and put in place adjustments as required - ensuring consistent application of standard financial rules;
  • Ensures the implementation of cost-recovery systems for the provision of common services to other development agencies in the Pulse Lab Jakarta office;
  • Ensure that all financial reports are submitted on time and are accurate;
  • Promote continuous improvement of the financial and administrative systems and process of UNDP and ensure appropriate training for staff administering the program finances and administration.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in Business or Public Administration, International Relations, Social Science or related field.

Experience: 

  • A minimum of 7 years experience, of which at least three in progressively responsible roles in management in international institutions and/or the UN;
  • Experience working with inter-governmental bodies and senior government officials;
  • Experience in resource mobilization an asset;
  • Work experience in Asia is required.

Language Requirements: 

  • Fluency in English is mandatory;
  • A working knowledge of Bahasa Indonesia is an asset.
