Background

The Pacific Risk Resilience Programme (PRRP) will focus on strengthening governance mechanisms for Climate Change and Disaster Risk Management (CCDRM) at the national, sub-national and local levels.  The goal of the programme is: to strengthen the resilience of Pacific island communities to climate change and disaster related risk.  To do this, the programme’s objective is to support a strong enabling environment for risk governance, to empower communities to identify risks and needs, and formulate and implement sustainable responses.  PRRP is a US$16.2 million programme funded by the Government of Australia through a partnership between UNDP Pacific Centre and Live and Learn Environmental Education (LLEE). It has been launched in Fiji, Solomon Islands, Tonga and Vanuatu, based on their risk profiles and potential to demonstrate successful models for regional replication.

Under the guidance and direct supervision of the Pacific Risk Resilience Programme Manager (P4) based in UNDP Pacific Centre, the Programme Associate directly supports the effective implementation and management of PRRP for Vanuatu.

Duties and Responsibilities

Provide analytical support on PRRP programme formulation and implementation:

  • Analytical support to the team on the conceptualization and formulation of  PRRP programme activities;
  • Provide support to the design and implementation of capacity development initiatives for government and CSOs counterparts for effective mainstreaming of disaster and climate risk at all levels of decision making in a Gender and Socially Inclusive manner;
  • Conduct analytical research and collect relevant information as inputs in the conceptualization of  Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) mainstreaming initiatives;
  • Provide comments to reports, concept notes, draft Project Documents and all other programme related documents;
  • Drafts correspondence on substantive matters, minutes of meetings and maintain all records relating to the PRRP programme.

Support the Programme Manager in Monitoring & Evaluation and Reporting across all four countries:

  • Assist in the generation of financial delivery reports, project summaries, budget revisions, substantive project revisions and other Atlas-based requirements;
  • Support the team in drafting and reviewing quarterly and annual progress reports, and mid-term reviews and ensuring timely donor reporting;
  • Assist in the collection, and presentation of information for project, work plans, budgets, proposals on implementation arrangements, MOUs, and submission to the Contracts, Assets and Procurement (CAP) Committee, etc;
  • Assist in the follow up on performance indicators/success criteria, targets and milestones, preparation/review/comments or/on reports;
  • Assist in the analysis of information on donors and partners, preparation of donor’s and partners profile and database, drafting of project proposals / concept notes, and the establishment of contacts with donor and partner counterparts;
  • Assist in monitoring and reporting on mobilized resources;
  • Provide support  to donor reporting.

Assist in the administration and implementation of programme delivery through ATLAS-based processes and procedures. Support to results-based management focusing on achievement of the following results:

  • Takes lead role in logistical arrangements for conferences/workshops/Forums/meetings and visiting missions and consultancies for the PRRP Team;
  • Creating information packages, letters of invitation relevant to upcoming events, liaison with Foreign Affairs for conference related activities;
  • Presentation of information on the status of financial resources as required;
  • Presentation of information/ reports for identification of areas for support and interventions.

Support the Programme Manager in Knowledge management and partnerships in Vanuatu (with inputs from National Officer in Vanuatu):

  • Provide support to the organization of regional and national workshops and knowledge fairs;
  • Assist in the drafting of workshop proceedings, lessons learned reports, project accomplishment reports and other knowledge products;
  • Dissemination of information on PRRP activities to UN agencies, donors, & development partners;
  • Maintaining knowledge management database for the programme;
  • Sound contributions to knowledge networks and communities of practice;
  • Assists the Programme Manager and National Officer in facilitating institutional partnerships at national level;
  • Explore opportunities for inter-stakeholder cooperation and partnerships in the programme countries and at regional level.

Required Skills and Experience

Education:

  • Completion of Secondary education with specialized certification in Environment Studies, Climate Change or a related field;
  • A Bachelor’s Degree in Social Sciences or discipline relevant to development and / or DRM and CCA will be an advantage but is not a requirement.

Experience:

  • At least 7 years of relevant experience at the national or regional level in international development and disaster risk management;
  • Working knowledge of country’s governance structures, DRM and CCA policies and institutional arrangements;
  • Knowledge and understanding of socio - economics, political and demographic situation of the programme countries;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in handling of web based management systems.
