The Office of the United Nations High Commissioner for Human Rights (OHCHR) operates as a non-resident UN entity in Myanmar. In November 2012, the Government of Myanmar had invited OHCHR to establish an office in Myanmar. The Host Country Agreement nonetheless remains to be finalised. During this period, OHCHR Regional Office for South-East Asia in Bangkok continues deploying staff on mission/temporary assignments under Project "Myanmar - Protection and Promotion of Human Rights " to engage with the Government and other stakeholders in promoting and protecting human rights in Myanmar. The National Human Rights Officer is therefore recruited for a time-bound project (i.e. six months) contingent on OHCHR's country engagement policy with respect to Myanmar which is in turn dependent on the progress of opening the OHCHR country office as well as availability of funds.

Under the general supervision of OHCHR's Regional Representative for South-East Asia and direct guidance of the Coordinator of OHCHR Regional Office Team on Myanmar (OHCHR Myanmar Team), the National Human Rights Officer is based in Yangon and is responsible for the discharge of OHCHR's mandate on the promotion and protection of human rights in coordination with the Regional Office for South-East Asia within the thematic/sectoral areas assigned. The National Human Rights Officer analyzes human rights and political trends, provides policy advice services and formulates technical cooperation programmes.

The National Human Rights Officer works in close collaboration with the OHCHR Myanmar Team, the technical and programme staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful OHCHR Myanmar programme implementation.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of OHCHR Myanmar Team's workplan and programme strategies;
  • Creation of strategic partnerships and provision of top quality policy advice services to the Government and facilitation of technical cooperation and capacity building with partners.

Ensures implementation of OHCHR Myanmar Team's workplan and programme strategies focusing on achievement of the following results:

  • Collects information on the human rights situation in Myanmar, including their gender dimensions from a variety of data sources (e.g. communications, publications, meetings) and provides succinct updates to the OHCHR Myanmar Team;
  • Provides human rights, political and legal analysis;
  • Facilitates the development, implementation and evaluation of assigned programmes/projects, etc;
  • Monitors and analyzes specific aspects of programme/project development and implementation;
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends;
  • Participates with other Human Rights Officers in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future;
  • Provides advice and assistance in drafting position statements and other related documents and briefings;
  • Provides assistance and support involving interpretation and translation for the OHCHR Myanmar Team, as necessary;
  • Performs other related duties as required.

Ensures effective creation of strategic partnerships and provision of top quality policy advice services to the Government and facilitation of technical cooperation and capacity building with partners focusing on achievement of the following results:

  • In coordination with the OHCHR Myanmar Team, provides technical support to Government ministries and departments, the national human rights institution and civil society, including on UN human rights mechanisms;
  • Designs and implements human rights technical cooperation programmes for Government and State officials, the national human rights institution, and  civil society in order to promote national capacity building;
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; and participates in and makes presentations on assigned topics/activities;
  • Supports the development of OHCHR's contacts with relevant government and non-government partners.

Impact of Results

The key results have an impact on the success of OHCHR's country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities and creation of strategic partnerships.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in law, political science, international relations, social sciences or related field. 

Experience:

  • 2 years of relevant experience at the national or international level in providing human rights advisory services, with sound knowledge of the human rights situation in Myanmar;
  • Experience in delivering training;
  • Sound knowledge of the United Nations human rights system;
  • Computer literate with good communication and drafting skills.

Language Requirements:

  • Fluency in the UN and national languages of the duty station i.e. English and Myanmar respectively.
