Background

Initiated in 2010, the Institutional Strengthening of the Ministry of Environment (MoE) project aims at strengthening the capacity of the MoE in planning and programming for sustainable development, and environmental capacity development.

To date, the project has supported the Ministry of Environment in a number of technical, financial, administrative and external affairs initiatives, such as staffing the Finance department and providing day to day training to selected staff; facilitating MoE’s financing or co-financing of selected bi-lateral projects, etc.

Duties and Responsibilities

The Financial Advisor will provide advice on the following:

  • Preparation of MoE budget, update and periodic reporting;
  • Overall management of MoE budget;
  • Financial aspects of legal issues between MoE and third parties;
  • Assessment and interpretation of complex  financial issues;
  • Documentation and financial records maintenance and control;
  • Support in the tendering for high-value supply or service provision in line with government guidelines;
  • Development of template contracts for the maintenance of assets, supply of consultancy and cooperation agreements with other parties;
  • Financial management of internationally funded projects as needed;
  • Ensuring the transfer MoE or Governmental provision of financial contribution to bilateral projects (transfer of funds, payment reports, etc.) and follow-up;
  • Identification of financial training needs and provision;
  • Support in the update or improvement of financial processes within the Ministry of Environment and provide guidance to reform projects as needed.

Required Skills and Experience

Education:

  • University degree in Accounting/or Finance or Political Science and Public Administration (PSPA) or any other related field.

Experience:

  • Relevant experience of not less than 15 years;
  • Proven finance experience at the national level is required;
  • Previous work Experience with the Lebanese public sector is required.

Languages:

  • Arabic and French/or English.
