Background

The UN Capital Development Fund (UNCDF) was founded as an independent organization within the UN system in 1966, with a mission “to assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans.

Despite the rapid growth of the microfinance industry in the past ten years, it is estimated that between two and three billion people still lack access to a broad range of financial products and services on a sustainable basis. The situation is particularly dire in the LDCs, where often more than 90 per cent of the population is denied access to financial services from the formal financial system. An inclusive financial sector is defined as a financial sector that offers a range of financial services to the entire active population of a country. An inclusive financial sector is characterized by competition among financial service providers, a diverse range of financial service providers, sustainability with respect to the permanence of access to financial services, and legal and regulatory environments that ensure the integrity of the financial sector and access to financial services.

UNCDF Financial Inclusion Practice Area (FIPA) has accumulated valuable experience in the development of inclusive financial sectors and investments in innovative initiatives. The Consultant will work closely with the KM/ loan portfolio Specialist UNCDF FIPA is in the process of reviewing the entire loan management process and procedures and plans to install a loan management system as per audit requirements. The consultant will support this process, including but not limited to: review the loan management documents, the loan policy, loan agreement, as well as all the active loan sheets and portfolio in order to give an external assessment and improve FIPA’s loan management processes, procedures and documents. The consultant will also support FIPA loan portfolio focal point in managing the development of the new loan management system.

Duties and Responsibilities

The main duties that the consultant will be expected to carry is to work closely with the Portfolio focal point to:

  • Support the process of reconciliation of loans and due diligence;
  • Support and the new loan management system as a second reviewer along with the Portfolio focal point.

Support to testing the loan management system is key to UNCDF ensuring that the products and services it brings to the Least Developed Countries [LDCs] are the best possible solutions to help the LDCs achieve the MDGs.

Required Skills and Experience

Education:

  • A Degree or equivalent in Finance, investment, Business administration or equivalent.

Experience:

  • Minimum of 3 years of experience in either Finance, loan management systems or microfinance;
  • Proven experience in loan management at a wholesale level (donors, DFIs, social donors, etc);
  • Experience in microfinance, assets management, loan management systems, is highly desirable;
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds which include willingness to try and understand and be tolerant of differing opinions and views.

Language:

  • Fluent in English;
  • French is an asset.

Evaluation Scoring:

  • Technical evaluation based on competencies (30%), experience (30%) and education (10%);
  • Financial evaluation based on daily fee quoted by applicant (30%).

Total score: 100%.
