Background

UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries. It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital.

The Inclusive Finance portfolio in the Asia-Pacific region is composed of sector-based programmes that provide support to building inclusive finance sectors at the macro (policy), meso (financial infrastructure), and micro (retail) levels, as well as new thematic regional and global programmes.

Shaping Inclusive Finance Transformations (SHIFT) in the ASEAN region is a newly developed programme to contribute to facilitating the transition, by the year 2020, of at least 6 million low-income people and MSEs in the ASEAN region, from using informal financial mechanisms to formally regulated higher-value financial services.

Output 1: Enabling Conditions for market development: Developed of enabling conditions for adoption of coherent strategies and prioritizing transformative mechanisms for more integrated pro-poor financial markets, supported by responsive regulation and supervisory arrangements.

Output 2: Regional Hub of Excellence for Financial Inclusion Data and Analysis: Delivered high-quality financial inclusion data and analysis on demand, supply and regulation, applied through regionally standardised methods.

Output 3: Financial Market-Interconnection and Access Fund Facility: Developed and promoted new, replicable and scalable partnerships and service delivery models that lower the cost of financial intermediation at client and retail levels, thus expanding the scale of access.

Output 4: Financial Usage Innovation Facility: Developed and promoted highly innovative client acquisition approaches to increase use of formal financial services, at a modest cost, for people that are fully, partially or intermittently excluded. The Innovation Facility will maximize usage within prevailing scales of access (i.e. without necessarily seeking to expand the scale of access).

Output 5: Regional Hub/s of Excellence for Training: Delivered high-quality demand-driven trained and certified labor-force by supporting and transforming existing training capacity and centers to have a more regional focus and broader reach.

To this end, the SHIFT programme will support at least 1 million people to be financially included in the ASEAN region as a result of technical and financial assistance to financial and support service providers in LDCs such as Cambodia, Laos, Myanmar, and lower MICs such as Vietnam, Indonesia and the Philippines. Furthermore, a further 5 million people will be included as a result of better region-wide data, knowledge, policies, training and support services architecture to leverage systematic market development.

Duties and Responsibilities

Objectives of the assignment:

  • Support the SHIFT programme team in the organization of the SME Investment Forum to be held in Vientiane, Laos in Q1 2015;
  • Support the SHIFT programme team in the organization of the ASEAN Financial Inclusion Conference 2015 to be held in KL, Malaysia in Q2 2015;
  • Produce communication material and contribute to for SHIFT programme

Scope of the Work:

Support the SHIFT programme team in the organization of the SME Investment Forum to be held in Vientiane, Laos in Q1 2015:

  • Organize regular coordination meetings of the organizing team via tele- and/or video conference. Prepare the agenda of the meetings and draft and circulate the minutes with key decisions taken and roles and responsibilities defined;
  • Prepare and manage a task/project management plan that outlines all milestones with respective roles and responsibilities and delivery dates. This task plan should be regularly updated and made available online;
  • Serve as the central focal point for the event management agency;
  • Coordinate the development of an event website that includes all information for participants planning to attend the event. Draft a ToR for the event management agency that could be contracted to support event organisation;
  • Help with the content drafting of the event website;
  • Develop and maintain an invitation list;
  • Develop and maintain a participant list/database with all contact information, travel dates and accommodation. Follow up, where needed, with invitees who confirmed participation to ensure the database is always up to date and complete;
  • Support the organizing team with any tasks related to speaker invitations and session design;
  • During the event, work closely with the event organizers and the event management agency to ensure smooth implementation of all aspects of the event, including protocols, participant travel (international and local), accommodation, official dinners and lunches, sessions, and field visits;
  • Support relationship management with the relevant stakeholders throughout all phases of this initiative;
  • Support the production of any video products (knowledge products from UNCDF and post-conference video.

Support the SHIFT programme team in the organization of the ASEAN Financial Inclusion Conference 2015 to held in KL, Malaysia in Q2 2015:

Produce communications material and contribute to for SHIFT:

  • Produce a fortnightly SHIFT briefing note;
  • Issue a daily twitter feed on key financial inclusion news/issues within ASEAN;
  • Supporting the development of the draft communications strategy for SHIFT;
  • Supporting the production, sourcing and liaison with vendors for the production of print/digital/web-based publications and communications;
  • Support in the organization of think-shop/workshop with potential advocacy advisors/partners;
  • Support in liaison with Partnerships and Communication team in HQ for necessary approvals and support for implementation.

Duration of the Assignment: from 26 January, 2015 to 31 October, 2015.

Total number of working days are 195 days.

Duty Station and Expected Places of Travel:  Bangkok with the expected trips as follows:

  • 3 trips to Lao PDR @5 days in country per trip;
  • 2 trips in Malaysia @ 3 days in country per trip.

  • Excellent event and project management skills, with experience in coordinating across government stakeholders and institutions;

  • Strong English language skills are a must.

Required Skills and Experience

Education:

  • Master’s degree in political science, international relations or communications.

Experience:

  • One (1) year working experience in event coordination, administration and logistics;
  • Prior work experience in the area of financial inclusion within the ASEAN region desired;
  • Track record of having organized large conferences and meetings, with an in-depth  understanding of all logistics and protocols needed to ensure smooth event management and implementation;
  • Working knowledge of UNCDF corporate branding policies and guidelines;
  • Experience setting up event and project management tools and software with an up-to-date knowledge of web-based tools and products that support knowledge sharing and collaboration including the use of corporate social media accounts;
  • A solid understanding of what it takes to develop and manage an event website;
  • Sound knowledge of necessary processes to develop conference related communications material (ie. brochures, agendas, conference proceedings books, invitations);

Language:

  • Strong English language skills are a must.

Evaluation Scoring:

  • Technical evaluation based on competencies, experience and education (70%)
  • Financial evaluation based on daily fee quoted by applicant (30%);
