Background

Secondary Copper Issues in China:

China's secondary copper production is becoming increasingly important owing to the increased demand for copper metal and decreasing copper mine resources in the world. Increased production, combined with low technology production and primary pretreatment approaches, predominantly practiced in small and medium scale enterprises, is drastically increasing the release of UPOPs in China. In turn such releases are not only impacting the workers in this sector, who are predominantly women and children, but also surrounding communities, impacting the environment and human health at local as well as global level.

In this regard, The Foreign Economic Cooperation Office (FECO) under the Ministry of Environmental Protection (MEP) and UNDP are making joint efforts to formulate the project of “UPOPs Reduction through BAT/BEP and PPP-based Industry Chain Management in Secondary Copper Production Sector in China” in order to reduce releases of unintentionally produced POPs from secondary copper smelting in China, the sector’s energy consumption, GHG emissions and nanoparticles. The project will also seek to ensure replicability by including a specific component on promoting and disseminating project results and lessons learned to the whole country. The experiences gained from implementation of UPOPs minimization industrial development in China can also be used as reference for other countries to effectively address similar issues.

Secondary copper recycling and treatment, which embeds complicated issues like kinds of POPs controlled by the Stockholm Convention and multiple harmful/hazardous substances under commitments of other international treaties or national policies, is also becoming a top priority of the Chinese government for fulfillment of its commitment to international conventions and international agencies like GEF which are engaged in assisting countries for compliance with the international environmental convention on POPs and other chemicals.

A Secondary Copper Project Preparation:

UNDP as the Implementing Agency of GEF and its close partner in POPs area, and FECO of MEP have agreed to develop a project on sound management of secondary copper for reduction of UPOPs release under GEF VI.

A Project Identification Form (PIF) entitled “UPOPs Reduction through BAT/BEP and PPP-based Industry Chain Management in Secondary Copper Production Sector in China” was submitted to the GEF Secretariat and was technically cleared on September 03, 2014 for inclusion in the work program of the October 2014 GEF Council Meeting. A GEF Preparation Project Grant (PPG) of $300,000 was also approved for formulation of a full-size project proposal with the condition that the final project document will be submitted for GEF CEO Endorsement no later than 18 months after Council approval of the work program.

The PPG stage, which will start from December 1, 2014 to April 30, 2016, is to refine project objectives, outcomes, and outputs as well as the work plan and budget for each of the project components as noted in the PIF for final formulation of a full-size project document. It will also serve to improve baseline scenario mapping, cost-effectiveness and the global benefits of the project, and secure firm co-financing commitments for each of the project components. Additionally, resources will be applied to finance the stakeholder and public consultation process required as input to this detailed scope definition and for national endorsement of the final project documentation.

The principle overall output of the PPG will be the detailed definition of the project scope in terms of technical details and implementation arrangements as set out in a Project Document, including: i) validation of project design with the government and other counterparts; ii) barrier analyses, based on consultant reports and a multi-stakeholder workshop; iii) a logical framework, based on a multi-stakeholder workshop and the recommendations of consultancy studies, including indicators and quantified targets, combined with baseline values supplied by thematic consultants; iv) a participation strategy; v) an analysis of the programmatic baseline; vi) a project budget and work plan in standard UNDP and GEF format; vii) a monitoring and evaluation strategy; viii) a learning and replication strategy and ix) text and supportive technical analyses detailing the justification and strategies of the project.

Objective:

The assignment is to provide technical expertise for development of a full size GEF-funded project on sound management of secondary copper along the lifecycle for reduction of POPs and PTS release in China and input in the formulation of a high quality Project Document accordingly.

The recruited will report to the programme managers at UNDP China Office and FECO/MEP, and will work closely with the National Technical Advisor (NTA) and the National Project Coordinator at FECO/MEP and other experts to be recruited under the preparation project.

Duties and Responsibilities

The recruited is expected to report to the FECO/MEP Project Manager and UNDP China Country Office and conduct the tasks and activities as below:

Provide technical advice and assistance:

  • Identify and analyze the POPs/PTS release sensitive processes along the lifecycle of target categories of products to be covered by the full-size project;
  • Advising on international availability of secondary copper production processing technology as candidates for piloting and demonstration;
  • Advising on BAT/BEP standards and practice in assessing such technologies;
  • Providing reference cost and performance data applicable to such technology;
  • As may be required, coordinate demonstrations and visits for national experts and private sector proponents/experts;
  • Provide technical advice and independent assessment on the identification of candidate sites to be selected for demonstration; 
  • Input into the preparation of required site specific technical documentation to undertake the above in the form of specifications, TORs, possible co-financing and implementation arrangements.

Input in the formulation of project Document:

  • Coordinate with FECO and UNDP on the work of National Technical Advisor (NTA), Project Coordinator, and the national secondary copper processing technology consultants;
  • Undertake field mission(s) as set out in TOR and required by FECO and UNDP;
  • Participate in/contribute to the discussion through workshops, e-mail exchanges, teleconference etc.;
  • Participate as required in coordination with other relevant international initiatives and projects;
  • Document the above in technical reports and data sheets suitable for use in developing required sections of FSP, and applicable sections of FSP implementation specifications and TORs. 

Deliverables and Outputs:

Technical reports on specific issues as needed, at least 3 technical analysis reports including:

  • Key POPs related issues identification during secondary copper lifecycle; to be delivered no later than 30st April, 2015;
  • International BAT/BEP on secondary copper processing and related standards and analysis of their application to China, to be delivered no later than 30st June, 2015;
  • Technical analysis of demonstration sites selection; to be delivered no later than 31st July, 2015.

Draft the technical part inputs to the Project Document as required.

Duration:

The duration of this assignment is from 28th February 2015 to 29th February, 2016.

The working days will be in total of 50 days, of which 20 days (15 working days) will stay in China and local travels in China might be inclusive. The travel to China is planned in April and July in 2015.

Required Skills and Experience

Education:

  • Advanced degree in Chemistry, Engineering, Environment Studies or other related disciplines.

Experience:

  • 15-year work experience in POPs and Stockholm Convention related programs;
  • Advanced knowledge and demonstrated experience in secondary copper industry and informal sector secondary copper re-cycling;
  • Understanding GEF’s strategic plan and priority areas at GEF VI;
  • Previous experience with donor-funded development projects in China highly desirable.

Language Requirement:

  • Excellent communication and English drafting skills.
