Background

The Sustainable Development Goals Fund (SDG-F) is a new development cooperation mechanism created in 2014 by the government of Spain and UNDP, on behalf of the UN system, to support sustainable development activities.  It builds on the experience of the previous MDG Achievement Fund (MDG-F, www.mdgfund.org, 2007-2013), which supported 130 joint programmes in 50 countries, while expanding its activities towards sustainable development, a higher attention on public-private partnerships and updating its operational framework to the effective development co-operation principles.

The SDG-F Secretariat is the operational coordination unit for the Fund and services the SDG-F Steering Committee.  The Secretariat sits in the Bureau of External Relations and Advocacy of UNDP Headquarters.  The Secretariat is delegated by the Steering Committee to ensure that policies and strategies decided by the Steering Committee are implemented and adhered to.

The Programme Analyst will work under the guidance and supervision of the Director of the Fund and in close coordination with the SDG-F Secretariat Team. He/She will be responsible for:

  • Technical support and coordination of JPs;
  • Liaising with COs in the process of JPs as necessary;
  • Joint Programmes/JPs quality control; and
  • Will also perform Knowledge Management (KM) functions.

The work of the Programme Analyst will have a clear impact on the quality of the JPs of the SDG-F and will contribute to the future impact of the JPs and to ensure the fulfillment of the rules and goals approved by the SC of the SDGF.

Duties and Responsibilities

Strategic guidance, technical support and coordination of JPs:

  • Overseeing compliance with implementation arrangements as well as ensuring conformity with the Fund’s goals and policies;
  • Liaising with participating UN organizations, other international development organizations, as we’ll as with the CO;
  • Monitoring the feasibility of the annual work plans submitted by countries and ensuring these are in line with the SDG-F TORs for Joint Programme submission;
  • Collaborate in reviewing the evaluations of programme proposals, including audits and substantive evaluations, highlighting areas needing special attention; and
  • Collaborate in the design of the annual reporting process on joint programme progress.

Assessing eligibility of Joint Programmes proposals and quality control of Joint Programmes submitted to the Fund:

  • Review the documents and collaborate in the advice regarding the qualification of the JPs; and
  • Follow up communications with countries to prepare the JPs.

Management of data, information and knowledge generated:

  • In close coordination with the team, review products and information submitted by JPs;
  • Prepare summaries of impacts and results of the JPs;
  • Prepare data and update information on JPs for the SC; and
  • Will manage electronic platform including the relationship with UNDP/BPPS ensuring that SDG-F partners use the platform and taking the necessary measures to facilitate its use and consolidating responses accordingly.

Required Skills and Experience

Education:

  • University degree (Master’s degree or equivalent preferred) international development, public administration, business administration, public policy or other relevant social sciences.

Experience:

  • 2 years of relevant experience at the national and international level in international development issues;
  • Experience in programme/project formulation, monitoring and evaluation with international organizations, as well as private sector;
  • Experience working on the SDG issues linked to the international global development agenda and working in the field of development;
  • Field experience will be considered as an asset; and
  • Knowledge in the international development agenda and in particular the Millennium and Paris Declarations.

Language:

  • Spanish and English.

Other:

  • Strong grasp of Monitoring and Evaluation policies;
  • Knowledge of the UN is desirable;
  • In depth knowledge of functioning of key international donors;
  • Sound communication skills; and
  • Computer skills: Good knowledge of web based statistical software.
