Background


UNDP Malaysia in collaboration with the Ministry of Defence and the Malaysian Peacekeeping Centre (MPC) is currently implementing a two-year project (2014 -2015) that aims to strengthen the MPC’s capacity in providing multidimensional peacekeeping training and research.
The project, entitled “Capacity Building Support for Malaysia’s role in Multidimensional Peacekeeping Training: Phase II” will develop three training modules that will address some of the training needs of peacekeepers who have to operate within the context of a complex and multidimensional peacekeeping environment that involves multiple actors with divergent roles and mandates.  

The project will specifically focus on developing three training modules in the area of: a) Gender; b)  Cultural Diversity; and c) Protection of Civilians.
The training modules will then be utilized to train peacekeeping trainers and officers from the military, police and civil society organisations at MPC’s in Port Dickson, Malaysia. The project will also seek to enhance MPC’s research capacity in producing research materials on emerging peacekeeping issues so that Malaysia’s vast experience in peacekeeping can be shared for the mutual benefit of the global peacekeeping community.

 

Duties and Responsibilities

Scope of Work:

This overall aim of the consultancy is focused on the recruitment of two consultants to utilize the Protection of Civilians (POC) course currently available in the Integrated Training Services (ITS) Protection of Civilians’ Resource Package and adapt / develop a suitable 5 days training module and conduct  training session for the at MPC.

The training modules is aimed at equipping middle level managers in UN peacekeeping operations with the knowledge and tools needed to enable them to meaningfully implement UN policies and guidance, and to deliver on specific mission objectives and benchmarks, related to POC. The training on POC is also targeted at a joint civilian, police and military audience, and either existing UN mission staff, or persons that have been earmarked for future deployment to a UN peacekeeping operation. The training participants may also include the following:

  • Civilian middle to senior managers and below;
  • Police station commanders and regional and mission headquarters staff officers (Superintendent) and below;
  • Military battalion commanders and battalion, sector and force headquarters staff officers (Lt. Colonel) and below; and
  • Instructors from peacekeeping training centres.

Methodology

The expected methodology used for the training includes both lectures and tabletop exercise scenarios wherein there will be central presentations/lectures, case studies and group/syndicate discussions. Two trainers will be required to conduct the 5-day course.

Objectives

The primary objective of this consultancy is to develop the training module to ensure it meets with the current standards and expectations of United Nations POC practise and training, and the ITS POC Resource Package. The exercise should result in a comprehensive training module which includes current and relevant topics.

Expected Outputs

In order to meet with the objective above, the consultants are expected to:

  • Utilize the ITS POC Resource Package and adapt/ develop a 5 days Training Module based on the scope and expectations of MPC and ensure that it covers all relevant aspects of protection of civilians  in relations to peacekeeping operations and in the context and guidelines set forth by the United Nations Department of Peacekeeping Operations(UNDPKO) as well as relevant UN peacekeeping operations doctrines and its functionality and applicability to current theories and practice;
  • Prepare the appropriate Training Module Outline, Schedule Training Module Presentations and Instruction Materials for the 5 days Training Module;
  • Conduct ONE Training of Trainers course on the module to be scheduled in either Q2 or Q3 2015;
  • Prepare an Evaluation Report post conducting the Training of Trainers based on a  template provided by MPC;
  • Conduct ONE International Course on the module targeted for both international and national participants in Q32015;
  • Prepare an Evaluation Report post conducting the Course based on a template provided by MPC.

Duration

The consultancy is expected to take place from 01 May 2015 to 31 Dec 2015 (approximately 8 months).

Deliverables and Timeline

The consultants will be responsible for the delivery, content, technical quality and accuracy of the report. All deliverables shall be submitted to MPC and UNDP Malaysia and will be approved by the project technical working committee.

  • Proposed Training Module Outline (1 week);
  • Draft Training Module, Training Module Schedule, Training Module Presentations and Instruction Materials (4 weeks);
  • Final set documentations of the Training Modules, Training Module Schedule, Training Module Presentations and Instruction Materials incorporating feedback from MPC (2 weeks);Submission are to be both written and in electronic copies;
  • The conduct of a Training of Trainers course based on the modules developed (1 week);
  • Post Training Evaluation Report (1 week);
  • The conduct of an International Course based on the modules developed (1 week);
  • Post Training Evaluation Report (1 week).

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by MPC and UNDP Malaysia and the project technical working committee.

Required Skills and Experience

Education:

  • An advanced degree in Development, Strategic Studies, International Relations, Public Administration, Peacekeeping/Peacebuilding studies or a related discipline.

Professional Experience:

  • At least 5 years’ experience in the development of training modules and courses related to peacekeeping operations;
  • At least 3 years’ experience in the development of training modules and courses related to protection of civilians;
  • Analytical skills as demonstrated, for example, by prior experience in developing policies related to peacekeeping operations;
  • Prior experience working with the UN and other institutions involved in peacekeeping training and operations;
  • Experience in drafting or developing technical guidelines in protection of civilians and peacekeeping operations will be an added advantage; and
  • Good synthesizing and English writing skills.

Language Requirement:

  • An excellent command of the English Language.
