Background

Under the guidance of the DRR and direct supervision of Programme Specialist. Governance and Human Rights Team, the Programme Analyst (Human Rights and Gender) is responsible for effective  delivery  of  programmes  to  address  Human  Rights  and  Gender  concerns.  The Programme Analyst leads formulation, management and evaluation of programme activities in the Human Rights and Gender portfolio and provides policy advice services.

 The Programme Analyst is also responsible for ensuring effective and transparent utilization of programme financial resources and integrity of programme financial services in the country office.

 The Programme Analyst also contributes to the implementation of the monitoring and evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations.  The Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of UNDAF priorities and results.

 The Analyst liaises with the Evaluation Office at Headquarters regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory project evaluations.

Duties and Responsibilities

Ensures  administration and  implementation  of  programme strategies, adapts processes and procedures  focusing on achievement of the following results:

  • Torough analysis and research of the political, social, economic and Human Rights and Gender situation in the country and preparation of substantive inputs to CCA, UNDAF and CPO, CPAP and other documents;
  • Identification of areas for support and interventions within the areas of Human Rights and Gender.  Development of the country office programme portfolio including Human Rights, Gender and other areas assigned;
  • Identification of sources of information related to Human Rights with special focus on Gender. Keeping abreast of policy changes regarding Human Rights related issues and inform senior management.

Ensures effective management of the CO programme in the area of Human Rights and Gender focusing on quality control from formulation to implementation achieving the following results:

  • CO business processes mapping and preparation of the content of internal Standard Operating   Procedures in   Results Management, control of   the workflows   in the Programme Unit;
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results and contribution to office-wide initiatives and activities, e.g. formulation of country office management plan, strategic result framework and providing support for developing vision and substance;
  • Design and formulation of CO programme within the area of Human Rights and Gender, translating UNDP's priorities into local interventions. Coordination of programme implementation with the executing agencies.  Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation  of  Human  Rights  and  Gender  projects,  presentation  of  projects  to  PAC, preparation and finalization   of contribution   agreement; determination   of required revisions; coordination of the mandatory and budget re-phasing exercises, closure  of projects through  review;
  • Programme Analyst performs functions of Project Manager in Atlas for approval of requisitions, participates in recruitment processes for projects;
  • Programme Portfolio Pipeline and Project Tree in Atlas;
  • Programme financial resources management through planning, guiding, controlling of the resources.  Preparation and monitoring of development projects' budgets
  • Implementation of effective internal controls, proper functioning of a client-oriented financial   resources management system.  Analysis of the CO financial situation, identification of operational and financial problems, and development of solutions;
  • Regular monitoring of the CO delivery through constant update of the CO management tool, detection of potential under delivery problems;
  • Provision of advice on reporting, preparation of reports including donor reports;
  • Collection, analysis and monitoring of background information for effective application of RBM tools, establishment and monitoring of management dashboards and targets;
  • Monitoring of cost-recovery bills preparation in Atlas for the services provided, implementation of the income tracking system and follow up on cost recovery;
  • Preparation   and conduct   of   audit   of   NIM   projects,   implementation   of   audit recommendations. Participation in the projects' audit, control on the follow ups;
  • Periodic forecast of XB income generated from programme activities.

Ensures the implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results:

  •  Participation in the planning, preparation and management of thematic, country programme/project monitoring and evaluations and other types of evaluations conducted in the Country Office;
  • Promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Country Office;
  • Contribution to the monitoring and evaluation workplan, including identification of topics, and projects/programme to be evaluated;
  • Coordination of specific monitoring and evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes.

Ensures effective coordination of the monitoring and evaluation process in the Country Office, focusing on achievement of the following results:

  •  Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
  • Guidance on UNDP monitoring and evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team;
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages;
  • Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme;
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:

  •  Advice  and  building  knowledge  on  programme  management  and  implementation  and issues on Human Rights and Gender;
  • Advice to project staff on UNDP administrative and NIM reporting, in particular, on budgetary issues;
  • Organization/conduct of training for the Operations/Project/Programme Staff on financial management and RBM;
  • Synthesis of lessons learnt and best practices in programme and programme finance;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Master’s Degree in the Social Sciences, Political Science, Economics or related field.  Specialized training in Gender and Human Rights desirable.

Experience

  • Minimum 2 years of post Master’s relevant professional experience and very good knowledge of international development, in particular in the area of Governance, Human Rights and Gender;
  • Sound practical experience in Human Rights, Gender mainstreaming and proven track record in Project Management;
  • Experience in the usage of computers and office software packages, experience in handling web based management systems.
