Background

With regard to the “Delivering as one” model, member states in the QCPR request the UN development system to provide programme countries wishing to adopt the “Delivering as One” approach with an integrated package of support, comprising of Standard Operating Procedures (SOPs) and “Delivering as One” specific guidance on programming, monitoring and evaluation, reporting and other operational areas. The UNDG has finalized SOPs as overarching principles to ensure that “Delivering as one” is firmly focused on results, accountability, monitoring and evaluation and improved outcomes, based on the findings of the independent evaluation of lessons learned from “Delivering as one”.

In this context, as the UNDG shifts focus from the development of guidance and tools to the implementation at the country level, communication on key concepts, their operationalization and benefits to the UN system at all levels as well as member states is a critical element of the roll-out.

Duties and Responsibilities

The video editor will:

  • Work with the Communication Consultant to conduct research on background footage from the UNTV, UNDP and/or UNICEF archives;
  • Review project/background footage provided by country offices associated with interviewees;
  • Review footage for a minimum of 10 and a maximum of 33 interviewees;
  • Shoot at least ten (10) interviews in New York;
  • In close collaboration with the Communication Consultant, develop a script incorporating the interviews, background footage, logos/graphics/job titles, and background music;
  • Based on the script, produce a FIRST DRAFT of the film 5 working days after obtaining footage of the first five interviews, this process being repeated as more footage becomes available from other interviews conducted during the duration of the assignment.;
  • Make up to two rounds of suggested changes to produce a finished product certified by DOCO;
  • Deliver a short video (approximately 5 minutes) promoting the UNDG's "Delivering as One" guidance for governments, development partners, and UN agencies Country Offices by providing two (2) video files of the FINAL VERSION for each of the interviews conducted  in full resolution HD and converted to H264 for web.

Reporting and working hours:

  • The video editor will report to the Team Leader “Joint Funding, Business Operations and Programming” in UNDOCO and work closely with the Communication Consultant;
  • The video editor will work remotely for a total of) thirty (30) working days during the total duration of the assignment.

Required Skills and Experience

Education:

  • Minimum graduate degree.

Experience:

  • At least 5 years of experience in professional video production and editing (or film-making, direction, shooting etc.) required
  • Professional video editor/producer with demonstrated experience in video production relating to humanitarian and development issues with experience using professional video editing software such as Final Cut Pro, Adobe Premiere or similar;
  • Experience with different video format conversions for download and online streaming;
  • Longstanding experience in covering subject in an sensitive context and challenging environment;
  • Previous experience in working with an UN agency is an asset;

Language:

  • Fluency in English, written and spoken;
  • Working knowledge of French or Spanish a considerable asset.

The award for the contract for this assignment is made to the individual consultant with the lowest evaluated offer.
