Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights , humanitarian action and peace and security. Planning women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations System efforts to endure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnership with civil society and other relevant actors.

Under the direct supervision of the National Programme Officer the Field Specialist will be responsible for implementation of relevant activities under the CO Strategic Note Development Results Framework (DRF) and Organization Effectiveness and Efficiency framework (OEEF) AWPs.

Duties and Responsibilities

Organizational Context

Under the overall guidance and direct supervision of National Programme Officer, the Field Specialist ensures implementation of programme/project activities on a south regional level, ensuring high quality, accuracy and consistency of work.

The Field Specialist supervises clerical staff in Osh brunch of the CO. The Field Specialist works in close collaboration with the Operations and Programme Units in the CO and project personnel to ensure consistent service delivery.

Functions/Key Results Expected:

Summary of Key Functions:

  • Support implementation of the CO programme in Batken, Jalalabad and Osh regions;
  • Support monitoring of implementation of UN WOMEN grants in the mentioned regions;
  • Support on coordination of implementation UN Women campaigns (for instance 16 Days against violence) and events;
  • Administrative support to Programme and Operations Units;
  • Keep partnership with national partners and international development agencies working in the Batken, Jalalabad and Osh regions.

 Support implementation of the Country Office programme focusing on achievement of the following results (50%):

  • Provides monitoring of programme delivery against the work plan and coordination between regional and country levels;
  • Prepares and contributes to information, reports and other documentation related to the programme/projects activities in the south regions:
  • Timely prepares progress, narrative & final reports for the Programme;
  • Provides support in any research and data collection efforts related to the south regional Programme/Project activities, tracks required information and follows up on correspondence under Programme activities;
  • Assists the CO Programme staff in preparation of general correspondences, memorandums with local national partners, reports, budgets information, schedules and other materials;
  • Supports and coordinates internal/external meetings related to programme design/implementation/reporting in the mentioned regions;
  • Supports organization of Programme events in the south regions. Assists with organization and holding regional seminars, conferences, trainings and meetings;
  • Provides interpretation services to missions when required;
  • Serves as a regional focal point for country offices on programmatic and administrative issues.

Provides support to proper monitoring of implementation of UNWOMEN grants in Osh, Jalalabad and Batken regions, focusing on achievement of the following results (20%):

  • Provides substantive monitoring and oversight support to UN Women grantees on implementation of UN Women Grant contract based on its results framework and in alignment with UN Women’s strategic plan;
  • Develops a schedule, agrees it with the UN Women CO and its grantees and conducts regular monitoring visit to target villages for monitoring the activities of grantees according to the project document and AWP;
  • Develops monthly monitoring reports and submit them to the UN WOMEN CO, FGE and UN Trust Fund on Elimination of Violence against Women;
  • Provides substantial technical advice to the UN Women grantees on the project’s implementation, reaching of target groups, better coordination and collaboration with other stakeholders, and project’s sustainability strategy;
  • Ensures timely reporting of grantees to UN Women, reviews their progress reports and provides feedback as needed to ensure evidence-based reporting and analysis and capturing of data;
  • Verifies accuracy of grantees financial reports and ensures that funds are used to implement activities in accordance with the AWP, project budget, and project document;
  • Contributes as necessary to evaluation exercises undertaken by grantees;
  • Liaises with subcontracted agencies to obtain programmatic data/information if required.

Provides coordination and outreach support as needed to the UN Women EVAWG campaign and its initiatives as well as support to facilities the 16 Day against gender based violence campaign in Batken, Jalalabad and Osh regions (20% of time):

  • Closely works and assists project and programmes of UN Women in Kyrgyzstan to effectively contribute to the global and regional UN / UN Women campaigns on EVAWG;
  • Compiles and updates necessary data on the civil society and other relevant partners in the southern province;
  • Organizes meetings with the members and recruit new members into the UNiTE network;
  • Documents all relevant activities within the frames of the UNiTE initiatives;
  • Closely cooperates and works with the Communications Specialists of UN Women Kyrgyzstan Country Office.

Perform other tasks as required, such as taking minutes, assisting other areas and providing for visibility of UN Women in Osh city and the south of the country specifically (10%):

  • Provides support in presenting information on project activities to stakeholders and ensuring dissemination to a broader public;
  • Provides support in building partnership and collaboration with other partners of UN Women and donor;
  • Provides support in collecting ideas and documenting success stories and lessons learnt for development of further ideas on the UN Women support in project area.

Required Skills and Experience

Education:     

  • Master degree.

Experience:

  • At least 5 year of relevant work experience in area of community mobilization, good governance, gender equality and youth engagement;
  • At least 5 year experience in monitoring and writing project reports;
  • Demonstrated good analytical skills and knowledge in the thematic area of gender equality and/or women’s social, political or economic empowerment; or youth empowerment; or natural resource management is desirable;
  • Good communication skills and experience on working in multicultural environment;
  • Good numerical skills or financial reporting skills;
  • Competent in the usage of computers and office software packages (MS Word, Excel, etc.)

Language:

  • Fluency in English, Russian and Kyrgyz;
  • Knowledge of Uzbek is an asset.
