Background

UNDP has undertaken to develop Pakistan’s second National Human Development Report (2015) focusing on youth as a critical force for shaping human development in the country. The report will cover three drivers of youth empowerment – education, employment and engagement - with the objective of informing public policy discourse and improving the policy landscape for young people.

Guided by Lead Authors Dr. Adil Najam and Dr. Faisal Bari, the NHDR 2015 is intended to be ‘by the youth and for the youth’. Thus, the aim is not just to develop a report but to ignite a national level conversation through an intensely participatory process spanning focus groups, large scale events, one-on-one interviews and contests with young people in Pakistan.  The process will also include a national survey on youth perceptions; a series of specialist background papers from leading Pakistani academics and practitioners, and a Youth Development Index.

Duties and Responsibilities

Scope of Work:

Manage and coordinate the NHDR team including:

  • Overseeing the activities of 6 core team members – supporting development of timelines and deadlines; providing feedback to draft outputs, and ensuring quality of final deliverables;
  • Ensuring regular, structured communications with the NHDR Lead Authors;
  • Managing the relationship with the NHDR’s Contributing Authors;
  • Managing constructive engagements with the NHDR Advisory Council; and
  • Orchestrating the development of the final report through close management of inputs from Lead Authors; the management and writing team, and consultation with stakeholders.

Oversight to planning and delivery of research and engagement activities:

  • Providing advice and support to the planning and delivery of consultation events, seminars and youth consultations;
  • Attendance at consultation events, seminars and youth consultations;
  • Providing advice on the youth survey and data analysis activities led by the NHDR Statistician; and
  • Providing inputs and oversight on advocacy, outreach and engagement activities led by the Advocacy and Outreach Manager.

Substantive writing role:

  • Drafting sections of the report in consultation and collaboration with Lead Authors; and
  • Editing draft sections of the report in consultation and collaboration with Lead Authors.

Overall project management:

  • Managing the budget for the NHDR 2015;
  • Managing all HR related activities relevant to the NHDR team;
  • Managing compliance with existing donors to NHDR;
  • Supporting fund raising activities for future donors to NHDR; and
  • Reporting to senior management at UNDP.

Deliverable:

  • Completed NHDR 2015 derived out of a highly participatory process;
  • Achieved strong engagement with the NHDR 2015 process  from Pakistani youth; and
  • Achieved strong recognition of and engagement with the NHDR 2015 findings from Pakistani policy makers.

Required Skills and Experience

Education:

  • Recognised degree (at least Masters level) in Development, Public Administration, Project Management or relevant related fields.

Experience:

  • At least 7 years of relevant experience in the development sector (research, data handling, report writing); and
  • Experience with international organisations is considered to be an asset;
  • Clear experience managing teams at the organisational, departmental or unit level.

Language:

  • Proficiency in English.
