Background

Waste management is multifaceted field which includes aspects related to municipal solid waste, wastewater from sewage treatment plants, medical and hazardous waste. There is no specialized state agency responsible for management of all types of waste in Belarus. Unified well-functioning waste management system is needed to ensure more efficient management of various types of waste at the country level. Ministry of Natural Resources and Environmental Protection of the Republic of Belarus addressed UNDP with an inquiry to provide support to national efforts in development of the Concept of an efficient unified waste management system for Belarus.

Duties and Responsibilities

Preparation of the Concept of a unified national system of waste management for Belarus on the basis of analysis of the current waste management system in Belarus, as well as of good practices in the field of integrated waste management in Europe and the CIS. More detailed information is contained in Annex 1 of the Terms of Reference.

Competencies

Functional Competencies:

  • Excellent analytical skills;
  • Knowledge of the best available practices in waste management;
  • Ability to work effectively with civil society organizations and the public sector;
  • Strong verbal and written communication skills, including presentation skills;
  • Computer literacy and experience of working with major applications.

  • Demonstrates commitment to UNDP’s mission, vision and values;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Academic Qualifications:

  • Higher education in the field of environmental protection, natural resources management, economics or related field;
  • Postgraduate degree in the field of environmental protection, natural resources management, economics or related field will be an asset.

Experience:

  • Not less than 5 years of working experience in the field of waste management;
  • Experience in development of concepts, policies, strategies in the field of waste management;
  • Experience in writing scientific publications on waste management (monographs, articles in scientific peer-reviewed national and international journals, scientific and practical publications, etc.) is considered to be an asset;
  • Experience of working as an expert on waste management, sustainable development and environmental protection in international/national projects, projects of international scientific and technical assistance with introduction of the best European practices of resources and waste management is considered to be an asset.

Language:

  • Fluency in Russian;
  • Knowledge of English (intermediate level at least) is considered to be an asset.
