Background

UNDP is committed to promoting gender equality and women’s empowerment, as outlined in its Gender Equality Strategy (2014-2017), through a diverse range of programming activities and knowledge products and capacity development tools. In the Europe and CIS region, UNDP compiles, analyzes and presents development issues from a gender perspective in a way that can meaningfully inform policy design. Such information is also used to help UNDP provide evidence-based advisory services to advance gender equality in the region.

In this context, the Regional Gender Team in the UNDP Istanbul Regional Hub for Europe and the Commonwealth of Independent States has been exploring the use of innovative knowledge tools such as data visualisation to highlight the challenges to gender equality in the different sub-regions. The goal is to compile and analyse the experiences and results of UNDP work at the country level to advance gender equality and women’s empowerment and maximize the public understanding of UNDP contributions to gender equality at regional and national levels and its impact on human development in the region.  

The UNDP Regional Gender Team plans to hire a consultant to prepare knowledge and information materials documenting the results of UNDP’s efforts to advance gender equality in all its thematic areas of work in the region. Working under the supervision of the Regional Gender Team Leader, and in close collaboration with the Communications and the KM team, the consultant will work full time in the UNDP Istanbul Regional Hub and be responsible for the following tasks:

Duties and Responsibilities

  • Collect Country Office experiences and results in programmes for gender equality and present them in accessible format for internal and external audiences (three per month);
  • Design engaging online content (UNDP website, social media) (two per month);
  • Support Country Offices in designing content highlighting their programme results in gender equality and better linked to the RBEC’s strategic advocacy goals;
  • Design and produce a regional report on UNDP initiatives and results to promote gender equality;
  • Conduct desk reviews and contact Country Offices  for  information to design fact sheets, presentations, on specific development thematic areas related with gender equality (Review relevant website pages of Country Offices and advise Country Offices on areas for improvement;
  • Update the content on the relevant pages of the UNDP regional centre website – gender equality and women’s empowerment section;
  • Support the Gender Team in  key initiatives and events as needed;
  • Conduct targeted research and data collection on gender equality development related issues;
  • Support in designing and organizing regional learning activities.

Key deliverables 

  • In collaboration with Country Offices design programming profiles highlighting systemic approaches towards addressing gender equality (10 profiles designed);
  • Design thematic fact sheets highlighting gender equality and women’s rights issues on thematic areas such as governance, peacebuilding, corruption, environment and energy, social inclusion.  (10 fact sheets designed);
  • Draft a regional report on UNDP initiatives and results in gender equality (on report drafted);
  • Support Country Offices in designing engaging online content  (20 information pieces designed);
  • Design presentations on specific gender equality issues  (10 presentations designed);
  • Learning activities such as webinars designed and organized (five learning events);
  • Overall support to activities of the gender team.

Please note that the exact content and timing for each deliverable will be agreed upon with the gender team at the beginning of each month. Payments will be made on monthly basis upon approved timesheet submission providing details on time spent on respective deliverables, their timely execution, and acceptance by the Gender Team advisor.

Required Skills and Experience

Education:

  • Master’s degree in  gender studies, social or political science, or related discipline.

Experience:

  • At least three years of experience in research, data collection and analysis, report drafting and ability to write communicative materials;
  • Proven knowledge of the challenges related to gender equality and women’s empowerment in the ECIS region;
  • Familiarity  with UNDP’s policies on gender equality and women’s empowerment;
  • Familiarity with UNDP’s programming work in general, Excellent skills in online tools, including  social media applications and Web 2.0.

Language skills:

  • Excellent writing, editing, and oral communications skills in English;
  • Basic knowledge of Russian is an asset.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the applicants’ qualifications and financial proposal.
The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only those candidates who obtained at least 70% of points in each step of the process technical (P11 desk reviews and interviews) will be considered for financial proposal evaluation.

Technical Criteria (70% of total evaluation; maximum 35 points):

  • A: Demonstrated experience in research and drafting reports  on  the development programming results – max points: 10;
  • B:  Demonstrated experience in writing communicative content – max points: 10;
  • C: knowledge of the challenges related gender equality and women’s empowerment in the ECIS region – max points:  5;
  • D: Familiarity with UNDP’s programmatic work – max points: 5;
  • E: Interview (communication and analytical skills) – max points: 5.

Payments will be made by monthly basis only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
