Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

 UN Women works very closely with the Palestinian Ministry of Women's Affairs (MoWA) as the principal national mechanism and with other key national partners for coordinating gender policy development and for monitoring and reporting. In that regard, UN Women (as UNIFEM) has been supporting MoWA since its establishment in 2003 to fulfil its mandate in providing support to other government institutions for gender mainstreaming, including capacity building of and technical assistance for the promotion of gender mainstreaming at the national level. UN Women plays an active role with all its partners, including donors, to ensure that Gender Equality is mainstreamed in strategies, programmes and action plans and with Local Aid Coordination Secretariat members to strengthen capacity and accountability of donors and stakeholders in aid coordination mechanisms to achieve mutual commitments towards gender equality in stable and fragile countries.

 UN women is maintaining a strong partnership with MoPAD to ensure that GE/WE is integrated in the national planning process, in addition to a set of other priority areas such as providing support to the M&E process to ensure that it is being undertaken from a gender perspective and the establishment of the gender marker to track donors’ fund from a gender perspective.

 Within the framework of the currently implemented “Increasing Accountability in Financing for Gender Equality programme (FfGE), and in close partnership with ministry of Women Affairs (MoWA) and Ministry of Planning and Administrative Development (MoPAD) upon an official request from MoPAD  to provide technical assistance to the ministry in areas of work mentioned above, it is intended to work on providing training on Monitoring & Evaluation from a gender perspective to M&E teams in line ministries in close coordination with the MoWA and MoPAD.

The main objective of gender mainstreaming in national plans and budgets is to ensure that different contributions and public finances target all the population equally and make sure available resources are being distributed according to real needs based on gender equality and social justice.

Duties and Responsibilities

The main objective of this assignment is to provide support to the M&E department in MoPAD to engender the M&E process mainly on revising the current M&E templates to be gender responsive and to deliver trainings to build capacities of M&E teams in respective line ministries on performing and applying M&E from a Gender Perspective. The specific objectives are:

  • Capacities of M&E teams in respective line ministries on applying M&E tools and mechanisms for promoting gender equality are promoted;
  • MoPAD’s efforts in monitoring the process of implementing the Palestinian National Development Plan (PNDP 2014-2016) from a gender perspective are enhanced.

Under the overall supervision of UN Women’s Special Representative, and the direct supervision of the FfGE program manager, the consultant/trainer will be responsible for the development of tailored training materials on M&E from a GENDER PERSPECTIVE and delivering these training materials to target M&E teams in line ministries in close coordination with MoWA and MoPAD. In specific the consultant’s duties and responsibilities are the following:

  • Develop a detailed proposal and work plan for the development and delivering of the anticipated training sessions in close coordination with the UN Women, MoWA and MoPAD;
  • Development of the training materials in close coordination with the UN Women, MoWA and MoPAD;
  • Delivering the training materials to M&E teams in line ministries as specified;
  • Suggest recommendations on current M&E indicators from a gender perspective;
  • The consultant should develop and deliver the training sessions in Arabic. (Using key English terms with translation is possible).
  • Conduct on-sight evaluation to receive impression of participants regarding the training materials and level of benefit received by the target group (upon end of each training session);
  • Submit the final report on the assignment upon completion of the assignment including an evaluation of the training and the recommended future follow up actions. (In English)

Time frame and scope of the assignment:

 The assignment is expected to start in late Feb 2015 and to be finalized before 20 Mar 2015. The duration of this assignment is 1 months with an estimated 6 working days.

 The consultant is required to work closely with the Ministry of Women Affairs (MoWA) as the national machinery that is mandated to integrate gender equality and women’s empowerment in policies and strategies and with Ministry of Planning and Administrative Development (MoPAD) as an the key national institution mandated for the National Strategy Plan development and M&E of this plan.

 Key deliverables

  • Proposed work plan with a clear methodology for delivering the assignment;
  • Training materials (in English and Arabic);
  • Deliver a number of 3-4 training sessions to M&E teams in line ministries (in Arabic language);
  • Final report including recommendations and relevant annexes (training materials, evaluation forms on impact of the training, lists of attendants and consultations summary, etc.).

Required Skills and Experience

Education: 

  • Master degree in Economics, Business Administration, social science, finance, development studies, or other related fields.

 Experience: 

 The M&E consultant should have the following qualifications:

  • At least 5 years of relevant experience in the field of monitoring and evaluation;
  • At least 2 years Specific expertise in delivering trainings and the development of training materials mainly on M&E;
  • Proven expertise in gender equality and women’s empowerment issues would be an assets;
  • Proven analytical and writing skills.

Language Requirements:

  • Fluency (both oral and written) in English and Arabic essential.
