Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The six programmatic priorities of UN Women’s Strategic Plan (SP, 2014-2017): participation in decision-making at all levels, economic empowerment, ending violence, peace and security and humanitarian action, governance and national planning, setting of global norms, and policies and standards on gender equality and women’s empowerment are vital catalysts for the implementation of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and the agreed outcomes of the 2014 World Conference on Indigenous Peoples (WCIP).

The period 2015 and beyond will mark a watershed in UN Women’s programming for indigenous women, particularly within the context of the pathway provided through the WCIP outcomes and the implementation framework afforded by UNDRIP. Actions taken and priorities of indigenous women are also reflected in the 20 year review of the Beijing Declaration and Platform for Action and in UN Women’s advocacy efforts on the inclusion of a transformative standalone goal on gender equality as presented to the Open Working Group on Sustainable Development.

The organization is seeking to hire a consultant to assist in the design of an organizational Guidance Note (GN) on indigenous women. The production of this GN will be in fulfillment of a specific recommendation of the May 2014 (13th) Session of the UN Permanent Forum on Indigenous Issues (UNPFII), which calls on UN Women “to finalize a road map with actions and outcomes for indigenous women and girls”.

 

Duties and Responsibilities

Under the supervision of the Constitutional and Access to Justice Advisor at UN Women and close consultation with Management and Staff, including at Country level, the consultant will undertake a review and analysis of existing Policies on Indigenous Peoples within the UN system, recommendations of UN human rights treaty bodies, the United Nations Development Group Guidelines on Indigenous Issues, the Alta Outcome Document, the WCIP Outcome Document, UN Women Programme Documents and other relevant documents and frameworks, to inform the design of a GN in support of UN Women’s programming for and with indigenous women.

Deliverables:  

  • An Inception Report detailing the methodology, conceptual framework, outline, interview schedule and roadmap for completion of the PN: March 6 2015;
  • First Draft of the PN: April 23 2015;
  • Final Draft of the PN: May 30 2015.

Timeframe and payment:

  • The assignment will last over a period of 60 days over a three month period and is New York based consultancy;
  • Installments will be made on the satisfactory receipt of each deliverable.

  • Knowledge of indigenous issues and frameworks affecting the entitlements of indigenous peoples broadly and of indigenous women specifically.

Required Skills and Experience

Education:

  • Minimum: Masters level degree in Law, International Relations, History, Political Science, Gender or relevant field and/or equivalent practical experience.

 Experience:

  • At least 10 years of working experience, including proven experience integrating and/or researching gender equality and indigenous peoples rights and issues particularly within the context of UN Women’s mandate;
  • Sound knowledge of international standards on human rights, women’s rights and related instruments;
  • Experience with UN Intergovernmental processes including those related to women’s empowerment, gender mainstreaming and gender equality;
  • Familiarity with local level structures in multiple contexts; and
  • Experience working with multi-stakeholder organizations is essential: governments, CSOs, and the UN/ multilateral/bilateral institutions.

 Language:

  • Fluency in oral and written English and Spanish are required;
  • Working knowledge of other UN languages is an asset.
