Background

UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the eliminiation of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Trust Fund in Support of Actions to Eliminate Violence against Women (“UN Trust Fund”) was established through UN General Assembly Resolution 50/166 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund is a leading global multi-lateral mechanism supporting national efforts to end one of the most widespread human rights violations in the world.

The UN Trust Fund’s annual grant-making process, through its widely publicized Call for Proposals, operates on core principles of ensuring an open, fair, transparent, competitive and merit-based process. It focuses on supporting country and local implementation of laws, policies and action plans to address violence against women, while maintaining flexibility in terms of responsiveness to a wide range of forms of violence, national and emerging priorities and needs, and diverse approaches. It awards multi-year grants of between US$ 50,000 and US$ 1 million to civil society and government applicants.

Duties and Responsibilities

The UN Trust Fund launched its 19th Call for Proposals in January 2015, with an application deadline of 27 March 2015. The Fund will be selecting 30-40 gender experts with thematic expertise in ending violence against women.

The gender experts will be members of the Technical Review Group that will help facilitate the Fund’s independent, transparent, and competitive review of all programme proposal submissions in its forthcoming grant-making round.

Gender experts from civil society, academia, and Private Sector are strongly encouraged to apply. Experts are expected to have a minimum of five years of experience in the field of EVAW.

Duties and Responsilities

Selected candidates will screen incoming full-fledged proposals through the Fund's online system and make recommendations based on criteria set forth by the Fund.  Each full-fledged proposal package will consist of a proposal narrative document, results and resources framework, detailed and summary budget, annual work plans, and other supporting documents. Specifically, selected candidates are expected to:

  • Participate in up to two (2) virtual training sessions between April and June 2015;
  • Review and assess up to 60 programme full-fledged proposals (20-30 page narrative, results framework and accompanying budget);
  • Score applications based on objective assessment criteria provided by the UN Trust Fund;
  • Enter qualitative feedback (and scores) directly into the Fund’s online Grants Management System (GMS).

Phase I: Full-fledged Proposal Review – All Applicants (April 2015)

Applicants should expect to be fully engaged in full-fledged proposal review for 3-4 week period in April. This may include one virtual training session, as well as follow-up and troubleshooting via email as needed.

  • Provide (1) narrative assessment and (2) quantitative scoring for up to 60 programme full-fledged proposals that match with the Expert’s respective regional expertise, using an objective set of assessment criteria provided by the Fund;
  • Enter narrative and quantitative assessments of each full-fledged proposal directly into the Fund’s online grants management system;
  • Advise and provide feedback to the Fund’s Secretariat on technical, regional, and/or thematic issues related to full-fledged proposal assessment as needed.

Phase II: Final Proposals Review – By Invitation (June-July)

Applicants should expect to be fully engaged in full-fledged proposal review for a 3-4 week period during May and June. This may include one virtual training session, as well as follow-up and troubleshooting via email as needed.

  • Depending upon the volume and geographical distribution of proposals received, select candidates may be invited to participate in a second phase of review for Semi-Finalist applicants;
  • Selected candidates will participate in conducting a narrative evaluation and ranking of all Semi-Finalist proposals based objective criteria outlined in the Call for Proposals and in a virtual training session with Secretariat staff.

This is a very time-sensitive excercise and strict adherence to requested time-lines is expected.

Required Skills and Experience

Education:

  • An advanced university degree in Gender, Development Studies or related field and a minimum of 5 years experience in the field of women’s rights; or
  • A Bachelor’s degree with over 10 years experience in the field of women’s rights.

Experience:

  • Prior experience in grant-making or the field of ending violence against women and in the United Nations System and/or non-governmental organizations is an asset;
  • Knowledge of women’s rights and gender issues globally with a specific expertise on violence against women and girls programming;
  • Knowledge of women’s organizations and governmental agencies working on women’s rights and violence against women around the world;
  • Understanding of grant giving processes,  programme cycle and monitoring and evaluation frameworks.

Language:

  • Excellent written and spoken fluency in English;
  • Written and spoken fluency in French and/or Spanish is desirable;

Conflict of Interest:

  • If you are currently employed by UN Women, you are not eligible to become a Technical Review Group Member;
  • If you are a current donor of the UN Trust Fund to End Violence against Women, you are not eligible to become a Technical Review Group Member;
  • If you are currently an employee of a government, bilateral, or multilateral agency or institution (including the United Nations system) you are eligible to apply as a pro-bono Review Group Member but will not qualify for an honorarium;
  • If you have been involved in the development of a Concept Note or Proposal that is applying for a grant under the UN Trust Fund’s 2015 Call for Proposals, you are not eligible to become a Technical Review Group Member.
