Background

The focus of the Low Emission Capacity Building Project in Uganda is to strengthen the technical and institutional capacity for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC.
