Background

Despite the government’s commitment to renewable energy (RE), there have been constraints to the wider and more sustained application of RE technologies in Thailand, the UNDP/GEF-supported Project on Promoting Renewable Energy in Mae Hong Son aims to overcome barriers that currently prevent widespread and sustainable utilization of the RETs for the provision of energy services in rural areas of Thailand.

The project works in Mae Hong Son province, which the Ministry of Energy has identified as its target to be the first energy self-sufficient province in Thailand, in conformity with the King’s sufficiency economy concept. The project facilitates an integrated RE planning process at provincial and local levels, in order to translate targets set at national level to local level and into real action. Various new

approaches, concept and policies will be developed and applied, e.g. new ownership models for RE systems and loan management to be endorsed by the government and applied elsewhere in Thailand. Furthermore information on existing incentives/policies for RE promotion which are available but sometimes seldom used will be disseminated and promoted. The project will also contribute to the broader Goal of reducing GHG emissions in Thailand. The 4 project components deal with (a) institutional capacity development for planning and implementing RE programmes; (b) access to financing; (c) technical training and education and (d) policies for up-scaling and replication.

This 5-year project has started the implementation in 2011. The project is currently half-way and as suggested by a mid-term review team the project has been reformulated to better respond to the changing circumstances in the legal and regulatory environment in the province.  For the second phase of the project, UNDP Thailand is recruiting a Knowledge Management (KM) Consultant to design and conduct knowledge management elements of the project.

Duties and Responsibilities

The Knowledge Management consultant is responsible for designing KM approach and methods and conduct KM activities to leverage the project’s impact throughout the remaining period of the project. The Knowledge Management Consultant will work closely with the National Project Manager, the project team, the Chief Technical Adviser and Programme Speialist of the Inclusive Green Growth and Sustainable Development Unit, UNDP Thailand.

Prime responsibility of the Knowledge Management Consultant is to ensure that the knowledge and lessons from the project is systematically captured, developed, shared and used by stakeholders to sustain and expand the RE technologies models introduced/implemented through the project.

Scope of work:

The Knowledge Management Consultant will work closely with the National Project Manager, the project team, the Chief Technical Adviser and Programme Speialist of the Inclusive Green Growth and Sustainable Development Unit, UNDP Thailand.

Prime responsibility of the Knowledge Management Consultant is to ensure that the knowledge and lessons from the project is systematically captured, developed, shared and used by stakeholders to sustain and expand the RE technologies models introduced/implemented through the project.

The work will include, but not limited to:

Designing approach and methods for the KM element of the project, including:

  • Developing KM’s objective;
  • Identifying fields/areas of knowledge to be generated;
  • Identifying end users of the knowledge;
  • Identifying sources of data;
  • Identifying methods to capture, develop, share and use the knowledge to leverage and sustain the impact of the project activities;
  • Develop KM workplan.

Conduct KM activities according to the design and plan, including:

  • Developing tools and procedures for data collection/compilation;
  • Conduct stakeholder meeting to engage them in the KM process;
  • Implement KM activities as planned.

Coordinate to integrate knowledge and lessons learnt from the project into regular programs of implementing partner at all levels, including:

  • Provincial strategic plan;
  • Provincial RE plan;
  • Workplan of concerned line agencies (provincial and district levels);
  • Local governments (PAO, TAO/Tambon Municipalities);
  • Private sector;
  • CSO;
  • Local institutions (schools, colleges).

 Provide advice and information for setting up RE Learning/Information Center in MHS town, including the following activities:

  • Develop objective of the Learning Center and design its scope of content;
  • Advice how specific content should be effectively presented/displayed;
  • Engage in discussion in the design of the Center;
  • Provide information/knowledge generated under the KM activities for exhibition/ presentation;
  • PR activities to raise the awareness of local people and visitors to MHS on potential of the province to further promote RETs as demonstrated by the project activities.

Assist the National Project Manager and the Chief Technical Adviser to prepare relevant information/documents for advocacy and policy formulation purposes, including documents for:

  • National Board Meeting;
  • UNDP’s advocacy activities;
  • Project closure.

Final Outputs:

The consultant is expected to deliver following outputs:

Deliverable 1 (By 10 January 2016)

  • A report on the approach and methods of KM element of the project, including the KM workplan;
  • A report on the implementation of KM activities and their results;
  • A list of KM products and/or media to be produced by the project as specified in the workplan.

Deliverable 2 (By 1 February 2016)

  • lesson learn on Land-use permit for Micro Hydro.

Deliverable 3 (By 31 March 2016)

  • Lesson learn on ICS.

Required Skills and Experience

The Knowledge Management Consultant shall have the following qualifications:

Education:

  • Master’s degree in field related to development, education, and or climate change.

Professional background:

  • At least 7 years of relevant experiences in the field of development, climate change and/or environment;
  • Proven knowledge in designing and managing KM and advocacy programmes/activities;
  • Experiences working with projects with multi-stakeholders, including government agencies, private sector, CSOs, local communities and international organizations;
  • Experience in building partnerships and liaising with partner organizations;
  • Experiences working with projects with policy scaling up element based on grounded project experiences.
  • Familiarised with government institutions and coordination mechanism;
  • Good understanding of cultural-sensitive working approach, especially with ethnic communities;
  • Familiarity with UNDP project implementation and management procedures is an advantage;
  • Experience with UNDP/GEF projects and the GEF project cycle will be an asset.

Language requirement:

  • Fluency in written and spoken English.

Duration of Contract:

  • 1 October 2015 until 31 March 2016 with total of 30 working days.

Duty Station and Expected Places of Travel:

Home-Based on a part-time basis with occasional travels to Mae Hong Son and Bangkok. Travels to Mae Hong Son and other local travels will need to be arranged by the consultant.

Institutional arrangement:

The Knowledge Management Consultant will report to the National Project Manager with substantive guidance by the Chief Technical Advisor and the Programme Speialist of the Inclusive Green Growth and Sustainable Development Unit, UNDP Thailand of UNDP. Payment will be approved by UNDP upon satisfactory completion of deliverables.

Financial proposal:

The financial proposal shall specify a total lump sum amount for the consulting fee, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR

Evaluation:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

Technical criteria for evaluation (70% ; maximum 350 points)

  • Criteria 1 : Years of hands on experience related to services - maximum 200 points;
  • Criteria 2 : Qualification, Expertise and Availability- maximum 300 points.

Only candidates obtaining a minimum of 350 technical points (70% of total technical points) would be considered for the Financial Evaluation
