Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has the mandate to “assist Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women”. In order to implement this mandate UN Women is committed to, inter alia; (i) improve results based management (RBM), with regional offices providing support and guidance to UN Women country presence in this area and; (ii)  “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and women’s empowerment ”.

The Monitoring, Reporting and Coordination Officer will support the UN Women Regional Office for Asia and The Pacific (RO) in the above task. Under the overall guidance of the Deputy Regional  Director, s/he will report to the Strategic Planning and Coordination Specialist and work in close collaboration with the Regional Evaluation Specialist and the Programme Support Team.

Duties and Responsibilities

Support to regional office and (multi) country offices in programme management quality assurance, monitoring and reporting of Annual Work Plans and the implementation of results based management principles:

  • As an integral member of the Programme Support Team, provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;
  • Provide support to regional office in the development of Performance Monitoring Frameworks (PMFs) (or equivalent) and Baseline Surveys;
  • Support to ensuring sufficient funds for monitoring, evaluation and reporting at country/ regional level;
  • Support to regional/country offices in the clearance of Programme Cooperation Agreements;
  • In close collaboration with the Regional Evaluation Specialist and Planning and Coordination Specialist, undertake capacity building of staff and partners in the region in the areas of Results Based Management (RBM), Monitoring and Evaluation from a Gender Equality and Human Rights perspective;
  • Support  Regional Programme Advisory Committee;
  • Support development and effective implementation of monitoring systems at regional and country level, including trough the analysis of innovative approaches and research of best practices;
  • As a member of the Programme Support Team, support Regional Office/ Country Offices/ Project Offices in programme management and quality assurance.

Support quarterly and annual reporting processes, and information management:

  • Coordination of and technical support to country offices in meeting internal and external reporting requirements, incl. annual reporting process (quality assurance);
  • Upload and update regional data into the electronic tracking system for annual reporting;
  • Review donor reports (both narrative and financial) submitted by country offices and provide feedback to improve quality and timeliness of reporting;
  • Analyze and disseminate lessons drawn from annual reporting processes to inform decision-making and improve quality of reporting;
  • Track multi- year results (UN Women’s contribution to results over multiple year).

Support to UN Coordination and the monitoring of results in this regard:
Under the guidance of the Regional Strategic Planning and Coordination Specialist:

  • Provide Secretariat support to the RCM Thematic Working Group on Gender and its related sub-groups;
  • Support the monitoring, collection and  analysis of good practices in Coordination in the region;
  • Support the generation of new ideas, including networking and learning events;
  • Support activities implemented under the auspices of the RCM Thematic Working Group on Gender Equality and Women’s Empowerment (and its sub-groups).

The above key results have an impact on the effective monitoring and reporting of UN Women results and the implementation of Results Based Management (RBM) principles at the regional level. The expected results will also contribute to further strengthening UN Women RO’s role in regional coordination mechanisms and the analysis of best practices in coordination in the region.

Required Skills and Experience

Education :

  • Master`s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies. Advanced University degree in Monitoring and Results Based Management considered an asset.

Experience:

  • 3 years of relevant national/international working experience in international development with substantive experience in the area of development and or gender equality and women’s empowerment issues;
  • Preferably 3 years of experience working in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems;
  • Good knowledge of research methods, solid understanding of information management, and knowledge of ATLAS and Prince II considered an asset.

Language Requirements:

  • Fluency in English and Thai is required.
