Background

UNDP is the global development network of the United Nations, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with them on their own solutions to global and national development challenges.

Launched in 2005 and currently active in more than 19 countries, the UNDP ART Global Initiative (Articulation of Territorial Networks for Sustainable Human Development) is an entry point for all international cooperation actors interested in harmonizing their respective actions and projects in support of national policies for sustainable and local human development.

To this end, this UNDP-championed global initiative promotes a programmatic, operational and administrative framework for harmonization and local institutional building. ART Framework objective is to enhance the capacities of national and local institutions and actors working in a complementary way at the local level, thereby achieving the Millennium Development Goals and supporting governance and local sustainable development process.

In attaining these objectives, over the last years, important progress has been made in systematizing and disseminating the experiences accumulated across the international, national and local levels and to improve access to strategic issues.

Duties and Responsibilities

Overall objective:

Contribute to the finalization of UNDP ART Initiative knowledge products, which serve as a communication and dissemination tool for the territorial development.

Expected outputs and deliverables:

Based on the contributions of the ART Initiative team, the contractor will produce the “UNDP ART Initiative – 2014 in Review” publication. The document will not exceed 25 pages and the report’s content and presentation will be precisely outlined by ART Initiative team. The writer will also be responsible for liaising with the graphic designer and make respective changes to the text in the process of finalizing the graphic design.

The document will provide an overview of the ART Initiative’s work on selected thematic areas (e.g. process for the localization of the SDGs, territorial platforms in support of local development processes, among others) and include specific examples of activities and results achieved by ART Framework Programmes.

Key dates of expected deliverables:

  • First outline UNDP ART – 2014 in Review by 2 March COB;
  • First Draft UNDP ART – 2014 in Review by 30 Mar COB;
  • Final Draft UNDP ART – 2014 in Review by 10 April COB;
  • Final Doc UNDP ART – 2014 in Review in English by 18 April COB;
  • Final doc including graphic layout by 22 April 2015.

 Final deliverables:

  • UNDP ART – 2014 in Review produced in English.

  • Ability to compile information from a variety of sources and synthesize it in a coherent structure;
  • Ability to conceptualize issues and analyze data;
  • Knowledge of the ART methodology;
  • Demonstrates strong IT skills.

Required Skills and Experience

Education:

  • Advanced Degree (or equivalent degree/experience) in Communications, Development or International Relations, or a related field.

Experience:

  • Minimum five (5) years of experience in drafting professional communication.

Language:

  • Excellent spoken and writing skills in French, English and Spanish.

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; (70%); Financial Criteria wights (30%).
