Background

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

This work is part of component 5 of the project. This component will address the lack of demonstration of various key aspects of energy efficiency in buildings. It will provide unparalleled opportunities for both government and private sector practitioners for gaining practical experiences with implementing EE building projects as well as boot confidence in the feasibility, performance, energy, environmental and economic benefits of EE building technology applications, leading to replication of the demonstrations.

Duties and Responsibilities

Scope of Work

The primary job scope is to develop 6 (six) building energy modelling with the Open Studio software and to carry out lighting simulations on the building. The consultant is also expected to lead a workshop to inform the building owner on the possible energy efficiency retrofits that they could consider which could be financed by the various methods.

Development of three (3) low and three (3) high rise building energy model(s)

Using the open studio software, which is a collection of software tools to support whole building energy modeling using EnergyPlus and advanced daylight analysis using Radiance, develop a low rise building energy model(s) as deemed necessary to assess the energy impacts of a range of feasible energy efficiency retrofits of a low rise building in Malaysia. The range of feasible energy efficiency retrofits to be evaluated must be agreed with BSEEP. The list of buildings will be agreed during the finalization of the workplan/ inception phase.

Workshop for new building design and retrofit feasibilities

From the completed building energy model(s) and lighting simulations, coordinate, design, preparation and delivery of a workshop session to stakeholders to inform the building owner on the impacts of the possible new energy efficient technology possibilities as well as energy efficiency retrofits modelled with the associated financing methods.

Methodology

The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department, Kuala Lumpur. The consultant is expected to participate in the initial meeting with the building owners/developers. Meetings with any government agencies will be guided by the BSEEP team as and when necessary. It is important for the consultant to obtain the necessary approvals for the agreement for the range of feasible energy efficiency retrofits to be evaluated in the building energy modelling work.

Expected Outputs

The consultant is expected to produce:

  • Three(3) low and three (3) high rise building energy model(s) with the Open Studio software. The softcopy of the file must be made available to BSEEP as well as the building owner. Copies of reports generated from the software must be provided for the various energy efficiency retrofits evaluated;
  • Presentation slides for the workshop detailing the energy and financial impacts of the various energy efficiency retrofits modelled and simulated.

Deliverables and Timeline

The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports, model(s) and workshop materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department

Education:

  • Bachelor’s degree or equivalent in any related field;
  • Master’s degree will have added advantage.

Experience:

  • Minimum 3 years of relevant professional experience in Open Studio modelling;
  • Experienced with other building energy modelling software will be an advantage;
  • Experience with energy efficiency financing, green building design will be an advantage;
  • Knowledgeable in energy policies, regulation and energy management procedures will be added advantage;
  • Experience in drawing up materials and implementing workshops, awareness training and seminars.

Language:

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
